Position Summary:  Member of the executive management team.  Participates in corporate strategic goal setting.  Responsible for and provides leadership and direction to staff in the areas of power supply contract negotiation and management, resource and generation development and maintenance, load management, fuel supply and cost exposure / hedging, wholesale power cost analysis, resource planning.

Essential Duties and Responsibilities:

  1. Responsible for the Power Supply Department work product and processes.

  2. Responsible for the submission of various regulatory and informational filings to government agencies.

  3. Responsible for the operation and management of Central’s power supply contracts with Duke Energy, Santee Cooper, and SEPA.

  4. Contract due diligence and negotiations for renewable and other power supply contracts.

  5. Ensures that Central’s projections of load, resources, and power cost are competently prepared and are reasonable.

  6. Responsible for the preparation of the Ten-year budget for Central’s purchase power.

  7. Develops long-range plans for power supply alternatives.

  8. Participates in studies required for design and assessment of new and existing rates and riders.

  9. Responsible for preparation of Central’s Integrated Resource Plan (IRP).

  10. Cost of Service (COSS) Audits for all power supply contracts and transmission agreements.

  11. Evaluates Duke Energy, Santee Cooper, and SEPA fuel procurement and hedging.

  12. Performs other incidental and related duties as required and assigned.

Knowledge, Skills and Abilities:

  • Contract negotiations and management / interpretation

  • Must understand power supply and transmission planning processes and techniques

  • Knowledge of modern power industry technology and operations

  • Financial and Business Training are essential.

  • Effective use of the OATT / NITSA process in order to structure power purchases

  • Must understand organized electricity markets, market structure issues and regulatory requirements / oversight

  • Acknowledgment of an uncertain future

  • Ability to analyze complex information and make decisions from

  • Strong analytical thinking, mathematical, and problem-solving skills are necessary.

  • Reports, Studies, Economic Analyses, and forecasts all require accuracy and detail.

  • Ability to persevere in conflict.

  • Effective communications skills relating to Central Member cooperatives

  • Ability to communicate clearly both written and in making presentations to internal and external audiences

  • Strong internal drive for excellence and service orientation are needed.

Education and Work Experience:

Bachelor’s Degree in an appropriate field – Accounting, Business, Economics, Engineering.

Ten years previous supervisory experience required.

15 years prior experience required in electric utility operations / planning with increasing responsibility in the areas of demand and supply resource planning, power supply contract negotiations, fuel purchasing, and generation development.

Formal project management training preferred.
