This position is responsible for maintaining compliance with maintenance activities including relay testing, Doble testing and maintenance for transformers and breakers. The individual in the position will be familiar with and ensure and maintain compliance with NERC Standards PRC-005 Transmission Maintenance and Testing, as well as NERC Standard FAC-003 Vegetation Management. 

Individuals in this position work in a team environment where change frequently occurs to deliver daily, highly technical and complex compliance services. Individuals perform basic and general work related to the maintenance documentation of protective relays, associated communications systems, voltage and current sensing devices, batteries and battery chargers, DEC control circuitry, and ensures maintenance documentation of vegetation within and adjacent to Platte River’s transmission and substation right-of-ways (ROW).

The position will support specific projects and will provide support during new construction and improvements of transmission lines and substations by assisting system maintenance teams in areas of compliance. This position incumbent must engage in and perform high quality work under limited supervision. This position may be subject to the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) regulations.

Essential duties and responsibilities

The individual in this role must possess the required knowledge, skills, abilities and experience and be able to perform the essential functions of the job, either with or without reasonable accommodation(s).

  • Coordinates and works with substation maintenance and engineering departments to develop and document maintenance processes and field testing procedures
  • Helps direct and works with substation technicians in the office and in the field to complete required maintenance and testing tasks at stated intervals including but not limited to: breaker maintenance, transformer maintenance, protective relays, DC control system testing, current sensing device testing, battery maintenance and testing, and lockout relay isolation for proper operation verifications and other
  • Ensures maintenance tasks are completed and documented as required
  • Maintains written documentation necessary to demonstrate compliance for NERC Standards PRC-005 and NERC Standard FAC-003 requirements
  • Periodically updates processes and procedures as compliance standards change, works with documentation and asset database management systems and maintains and updates systems, related records and reports
  • Researches compliance and other issues and engages in effective troubleshooting as needed
  • Collaborates and coordinates with the director, supervisor, contractors, auditors and others
  • Assists with developing training specific to procedures and processes and may assist in training apprentice level technicians
  • Completes training as required to stay abreast of new NERC compliance, maintenance and other requirements
  • Assists with testing of communication systems associated with protective relaying
  • Performs evaluations of equipment and makes recommendations for maintenance, repair and/or replacement
  • Participates in maintenance and testing document review processes to ensure tasks are completed as directed
  • Maintains Doble database testing documentation and Enoserve database documentation
  • Complies with established safety and environmental procedures; works safely and demonstrates safe work practices; participates in first aid training and other training as required
  • Maintains regular and reliable attendance
  • Performs other duties as assigned

This position has no supervisory or lead role responsibilities.

Knowledge, skills and abilities

The following are required:

  • Working knowledge of all substation high voltage equipment, station batteries, protective relays, control panels, RTUs and SCADA equipment
  • Ability to diagnose problems on complex equipment or systems and determine urgency of corrective actions
  • Ability to work in hazardous areas involving high voltage, chemicals, noise, confined spaces and heights
  • Knowledge and application of proper safety, work management, corrective maintenance, preventive maintenance, predictive maintenance and personnel procedures
  • Ability to work safely and in accordance with utility industry safe work practices for energized equipment and yards
  • Qualified and able to work in proximity and with voltages from 240V to 230kv and to understand and avoid AC and DC electrical hazards
  • Ability to understand the substation planner and technician roles and responsibilities in an effort to assess, guide and report on compliance with NERC PRC 005 and FAC 003 standards
  • Ability to read and understand equipment manuals to perform evaluations and repairs, wiring diagrams and schematics, interpret drawings and schematics from manufactures of high voltage equipment and components
  • Knowledge, familiarity and ability to follow applicable state, federal and local environmental, safety and electrical codes or regulations
  • Ability to work cooperatively with other substation technicians, system operators, engineers, and representatives from the four member owner communities
  • Ability to effectively communicate verbally or in written form tactfully and effectively and work hand-in-hand with the system maintenance director, substation maintenance supervisor and others
  • Proficiency in work orders, communication and maintenance system software, as well as Avantis, Microsoft Office, including Excel, Word, Outlook and PowerPoint
  • Capable of working alone, in small teams and with larger groups to plan and carry out assigned tasks
  • Ability to plan and properly manage time to ensure work completion on schedule
  • Working knowledge of the operation and maintenance of 115KV and 230KV breakers, circuit switchers, transformers, hand operated switches, relays and related sensing devices; and an understanding of the application of electrical theory

The following is preferred:

  • Experience with computerized maintenance systems, work process flow and prioritization of work to maximize compliance, reliability and documentation

Minimum qualifications

  • Five years of progressive experience in transmission and/or substation maintenance as a journeyman substation technician or equivalent experience in a related power industry field 
  • Knowledge  of high voltage substation maintenance and testing practices (115kv or above) 
  • Associates degree or certificate in Electric Power Technology or related field, or equivalent combination of experience and education 
  • Valid Colorado driver’s license and ability to remain insurable under Platte River’s vehicle liability policy 

Physical requirements

This job operates indoors and outside. While performing the duties of this job, the employee may be exposed to outside weather conditions, energized substation facilities, hand tools use and moving equipment. While performing the duties of the job, the employees is required to frequently stand and walk and lift, pull, push and/or move 40 pounds. 

The following requirements are approximate in requirement and % of time: 

  • Use of computer, records and other materials: 80% while sitting or standing 
  • Walking: 15%
  • Lifting up to 40 lbs.: 5%

Work environment

This job operates indoors in office settings and indoor and outside and around high voltage equipment. There is regular exposure to heat and noise along with working outside in the elements, and to areas with electrical fields and related hazards. Work hours are typically four ten-hour shifts.

Bi-weekly salary range for this position: $3,360 - $4,620 (DOQ)

(If annualized: $87,360 - $120,108 also DOQ)
