Hybrid work environment: 2 days in-office and 3 days telework. Employees are required to sign a telework agreement.

This opportunity is eligible for relocation costs reimbursement.  Under current bargaining contract, this role will be eligible for up to $5,000 a year in Student Loan Reimbursement after 18 months of service. 

This position is being posted at two classification levels.  Final classification will be determined based on experience and education of the successful candidate.

Our mission at the Public Utilities Commission (PUC) is to create and maintain a regulatory environment that ensures safe, adequate and efficient utility services at fair, reasonable rates consistent with State telecommunications and energy policies. It does so by providing independent, consistent, professional and comprehensive oversight and regulation of utility service providers. One of the key functions of the commission in performing this mission is to balance the private and public interests affected in each docket, and to make decisions that appropriately balance these interests in a manner that is “consistent with the public interest.”         

Description:  This position provides policy and technical analysis and interpretation of complex gas and electric utility regulatory matters and other energy-related issues for the Minnesota Public Utilities Commission.

Job Duties:

A Rates Analyst 3 advises the Commission on complex economic, regulatory and energy policy issues to ensure rates that result in the reliable provision of electricity and gas services. The incumbent would be expected to develop, analyze and interpret, orally and in writing, written records in dockets before the Commission. The incumbent would also be responsible for conducting research and preparing written or oral reports on other regulatory and policy issues before the Commission.

A Rates Analyst 4 performs the job duties of a Rates Analyst 3 with the following additional responsibilities: coordinate and provides technical direction to other staff and lead on more complex regulatory and policy issues before the Commission. The incumbent may also lead or participate in workgroups, regional/national forums, and legislative issues.

Qualifications:

Public Utilities Rates Analyst 3 Minimum Qualifications:

Bachelor's Degree in accounting, economics, business, finance, energy, law, public policy, statistics, electrical engineering or related field AND 3 years relevant work experience in a utility regulatory agency, a telecommunications company, or other relevant experience.

OR

Advanced Degree in accounting, economics, business, finance, energy, law, public policy, statistics or related field AND 2 years relevant work experience in a utility regulatory agency, a telecommunications company, or other relevant experience.

OR

An equivalent combination of education and/or relevant work experience in a utility regulatory

agency, a telecommunications company, or other relevant experience.

AND

  • Knowledge of basic economic, financial and other business principles.
  • Experience writing formal reports for external distribution
  • Ability to effectively communicate in both verbal and written communications
  • Proficiency with Microsoft Outlook, Word, and Excel

Public Utilities Rates Analyst 4 Minimum Qualifications:

Graduate degree in Economics, Finance, Business, Energy/Public Policy, Planning, Statistics, Law (JD), or related field AND At least 4 years’ experience as a Rates Analyst 3 equivalent with a regulatory agency or utility OR

At least 5 years’ experience with an organization concerned with energy or utility issues other than a regulatory agency or utility             

OR

Bachelors’ degree in Economics, Finance, Business, Energy/Public Policy, Planning, Statistics, Law (JD) or related field AND At least 5 years’ experience as a Rates Analyst 3 equivalent with a regulatory agency or utility OR

At least 6 years’ experience with an organization concerned with energy or utility issues other than a regulatory agency or utility.

AND

  • Advanced knowledge of economic, regulatory, and other business principles.
  • Experience writing formal reports for external distribution
  • Ability to effectively communicate in both verbal and written communications
  • Experience leading and coordinating teams on complex projects or programs.
  • Ability to manage workload and multiple projects at one time.
  • Experience conducting research, investigations, and complex analyses of regulatory and policy issues.
  • Experience with stakeholder process design and facilitation
  • Proficiency with Microsoft Outlook, Word, and Excel

Preferred Qualifications for Public Utilities Rates Analyst 3 and 4:

  • Demonstrated understanding of rate design principles
  • Demonstrated understanding of the electric and/or natural gas industries.
  • Demonstrated understanding of utility economic, financial, ratemaking, energy forecasting, and other regulatory concepts and practices.
  • Ability to perform and present data analysis
  • Experience working with people of diverse backgrounds and marginalized communities.
  • Ability to conduct research, investigations and to perform complex analyses of regulatory and policy issues.
  • Ability to manage workload and multiple projects at one time.
