The MWRA is looking for a Program Manager, Meter Data & Engineering to manage the over activities of the Meter Data Unit of the Metering program.
This person would be responsible for collecting, analyzing, and reporting the meter data required for the flow calculations used for allocation of MWRA's rate revenue requirements for the water and wastewater systems using revenue meters, master meters, and other associated equipment.
Some of the work includes; supervises and manages staff, including assigning projects, evaluating performance to ensure that the community billing data is complete, accurate and accessible. Provides technical guidance to staff on projects; serves as team leader and plans for developing and implementing a master plan for integrating a large amount of complex data from various sources into well-integrated databases, including table structure, schema design SQL views, data quality control protocols to improve the data collection operations in the meter data collection and reporting systems; oversees development of process-specific algorithms for predictive analysis of water and wastewater flow data based on historical data. Develops and tests innovative analysis tools to automate communication of data to the Board of Directors, administrative departments and community stakeholders; provides task-specific data analytics and visualization toolkit including developing dashboards for both internal and external reporting and data analytic algorithms in at least one object oriented programming language such as R, Python, Matlab, or similar language; oversees and coordinates cooperative database project development with other MWRA divisions and departments to ensure complete and coordinated projects. Oversees coordination with MIS to ensure resources are available, and within-department assistance with hardware and software issues; establishes and oversees data quality control and quality assurance procedures, and maintains records of quality assurance/quality control (QA/QC) activities. Ensures accuracy and integrity of data. Documents data anomalies; recommends, develops, and implements revenue, operational and regulatory matter policies and procedures related to metering water and wastewater flows; represents the MWRA in discussions with MWRA member communities related to water and wastewater flows and works to resolve discrepancies; coordinates projects with MWRA departments, communities and government agencies, and provides technical information and assistance.
This position requires A Bachelor's degree in engineering, computer science, mathematics or related field. A Master's Degree is preferred; A PhD may substitute for up to 3 years of work experience; and comprehensive knowledge of database management and reporting systems including experience in designing and implementing SQL database systems, and performing data analysis in an object oriented programming language as acquired through 7 to 9 years of experience including 3 years of supervisory experience or any equivalent combination of education or experience and a valid Class D Driver's License.
Salary: $1,776.10 to $2,479.98 Weekly
