GENERAL POSITION DESCRIPTION

 

LS Power is seeking a Manager of Operations Technology Security and Compliance to support the security and compliance for the company’s growing electrical transmission business known as LS Power Grid (LSPG). This position serves as the lead Security and Compliance Manager for LS Power’s regulated transmission business and reports to the Director of Operations Technology. Responsibilities include OT security and compliance associated with the LSPG Operations Technology environment. Accountabilities include network management, performance monitoring and maintenance, software management and timely after hours support when required (not shift work). Ensure compliance with NERC Critical Infrastructure Protection (CIP) Standards and other applicable NERC Reliability Standards in collaboration with the Operations, Security Operations, Maintenance and Compliance departments. This individual shall support regulatory compliance by participating in NERC audits, completing NERC, RTO, RE or PUC submittals by collecting required information and evidence to fulfill applicable obligations. The Manager of Operations Technology Security and Compliance will also serve as a security and compliance project manager on active and future LSPG projects. This position will operate in a cross-functional capacity working closely with LSPG system operators, substation maintenance personnel, EMS vendor, RTO/ISO (ERCOT, PJM and NYISO) representatives, and other staff including engineers, technicians and information technology personnel.  This role will be subject to periodically scheduled on-call assignments compensated according to corporate policy.  Required skills include good communication, organization, leadership, critical thinking and a strong knowledge of applicable productivity software applications, security, compliance and document management strategies.  Knowledge and understanding of utility business principles, compliance programs and operations are advantageous.

 

ESSENTIAL RESPONSIBILITIES
 

This position will provide leadership, management, and guidance to the team performing the functions below.   The manager must have knowledge of these functions, but will rely on the expertise of team members to perform most day-to-day functions.  However, the Manager may at times, assist and/or perform some of these functions.

  • Provide scheduled on-call support outside of normal working hours
  • Maintain the security patch management, password management, configuration management and logging solution for LSPG
  •  Evaluate, test and install software updates, including application and operating system patches
  • Investigate and resolve security and compliance functional alarms and alerts
  • Provide training and how-to documentation as needed on security and compliance tool features, applications and alarms
  • Develop and maintain maintenance and configuration procedures, schedules and related evidentiary documentation
  • Maintain security system standards and NERC compliance in accordance with good utility practices
  • Research, recommend and implement innovative solutions and practical automated approaches
  • Perform daily system monitoring, verifying the integrity and availability of hardware, server resources, systems and key processes, reviewing and verifying system and application logs
  • Assist with testing and implementing operating system patches in the operations technology environment
  • Provide security and compliance project support for OT upgrades and software additions including specifications and proposal reviews, vendor negotiations and system commissioning
  • Work with the Operations Security Technology teams to develop and implement a change management process for software maintenance including OS patches and upgrades, administrative tools and other utilities
  • Execute and document cyber security controls testing to validate security controls are present and operating as expected
  • Utilize the EACM tools to create alerts related to cyber security events, maintain inventory of critical cyber assets and cyber asset baseline information 
  • Store and maintain appropriate documentation to ensure compliance with CIP standards
  • Assist in monitoring costs associated with CIP compliance and assist with compliance budget development and updates 
  • Research, analyze and troubleshoot compliance and security related events 
  • Attend NERC and regional entity meetings and workshops to keep current with changes in NERC CIP standards and requirements
  • Ensure NERC CIP requirements are implemented when performing any work
  • Assist technical staff with developing and maintaining RSAWs as required for CIP compliance
  • Store and maintain appropriate documentation to ensure compliance with CIP standards
  • Assist with all regulatory reporting for FERC, NERC, ERCOT, PJM, NYISO and other regions as required
  • Provide administrative support with logistics and deliverables associated with internal and external audits as needed    
  • Perform periodic performance reporting to support capacity planning

 

REQUIRED EDUCTION, EXPERIENCE AND SKILLS

 

  • Bachelor’s degree in a technical major, such as computer science or engineering or equivalent experience
  • Five to ten years’ experience maintaining security and compliance
  • Microsoft server/workstation system administration experience
  • Windows/Linux scripting knowledge is a plus
  • Experience supporting CIP compliance in the electric utility business is a plus
  • Must be self-motivated, disciplined and possess effective skills necessary for job
  • Must possess good communication skills
  • Critical thinker with strong knowledge of modern software applications
  • Understanding of electric utility business principles and compliance programs is a plus
