Power Generation is seeking a strong, impactful leader to manage our engineering team. As the Engineering Manager, you will lead a team of engineers who support new zero carbon generation and storage projects as well as our existing generation assets (hydro, thermal, gas pipeline, renewable).

Purpose

To provide supervision for staff and expertise and leadership over engineering support for the operation, maintenance and modification of SMUD generation facilities to ensure that engineering resources provide for well-staffed, cost-effective and timely completion of all projects in compliance with SMUD standards and all applicable laws, codes and regulations.

Nature and Scope

Assists in the development, implementation and managing of department goals, objectives, policies and priorities in partnership with the department Manager; selects, trains, motivates, evaluates and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments.

Duties and Responsibilities

  • Provides direction and training to subordinates for completion of assigned tasks by administering SMUD policies; planning, coordinating, prioritizing, evaluating and adjusting work functions, practices, and schedules; monitoring daily operations to ensure overall work quality, quantity and efficiency following established procedures and standards; ensuring staff safety and implementation of safety policies and practices in the work unit and environment; assisting subordinates as required; coaching, giving performance feedback, and identifying and resolving staff deficiencies; providing recommendations to management on staffing, discipline and termination actions, and staff training and development; and performing ongoing, assigned operational tasks. To ensure that work functions in area of responsibility comply with SMUD policies, practices and procedures and that operating objectives in area of responsibility are met within expected timing, budgetary, quantity, accuracy, safety and quality standards.
  • Supervises the engineering projects by overseeing the planning of new construction and modifications to generation facilities; assigning staff and/or consulting/contracting resources; overseeing the project schedule; assessing project results against performance measures; and monitoring the project process against budget and against the overall project work plan. To provide SMUD with appropriately staffed and managed projects that enhance existing generation capacity and provide expected return on SMUD investments.
  • Establishes and maintains expected quality levels for engineering projects by supervising the Calibration Lab; establishing and implementing performance indicators for generation engineering process efficiency and effectiveness; developing skill assessment tools; assigning engineering staff to take advantage of staff competencies and expertise; implementing and maintaining the engineering document control process; establishing an effective safety program and monitoring and enforcing compliance with all applicable safety and operating rules and procedures; and developing, implementing and maintaining engineering operating procedures. To ensure the highest quality of engineering services and the safe and efficient conduct of all construction, modification and maintenance projects.

Duties and Responsibilities Continued

  • Serves as technical expert to the Power Generation Asset Owners and the Center of Excellence by assessing the feasibility and advisability of operations, developing and maintaining the NDE program; maintenance and facility improvements; identifying and recommending continuous improvement processes for operational activities; assessing resource levels; and recommending purchase of engineering services, tools and equipment. To provide leading edge engineering support services in support of the SMUD's short- and long-term business objectives.
  • Assists in developing and administering the unit budget by monitoring budget expenditures in area of responsibility against plan; participating in identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing area-of-responsibility budget recommendations for the next fiscal year; and participating in the review of preliminary unit budget recommendations. To support the achievement of unit objectives in a fiscally responsible manner.
  • Assists in the administration of internal/external projects by assisting in identifying project objectives; identifying internal/external project team within area of responsibility; assisting in the development of Request for Proposals where applicable; participating in developing project plans including schedule, cost, key work products, and milestones; monitoring project progress and completion in area of responsibility against plan/contract; monitoring and revising schedules, scope, expenditures and assignments as warranted; reviewing work products; assisting in resolving conflicts and discrepancies; maintaining project records and files; and participating in the overall review of the completed project results and making recommendations for next steps. To support the overall achievement of department projects by ensuring area of responsibility meets project scope, budget, schedule, quality and SMUD policy standards.

Required Education

  • BS/BA degree from an accredited college or university majoring in Engineering, Architecture or related field.

Required Experience Qualifications

  • Ten (10) or more years of progressively responsible relevant supervisory work experience in engineering, planning design, construction and/or operation and maintenance of power systems and rotating equipment, including large project management experience.

Desirable Qualifications

  • 15+ years of experience in multi-discipline electric utility projects
  • Licensed Professional Engineer
  • Demonstrated experience working with regulatory and governmental agencies
  • Demonstrated experience with large capital and operations and maintenance budgets
  • Project Management Experience with large & complex utility scale hydroelectric, thermal, renewable and gas pipeline projects
  • Experience with commercially or emerging renewable technologies
