The director of power delivery is responsible for all aspects of the safe and reliable planning, design, construction, operation, maintenance and contracted capacity uses of Platte River’s electric transmission and communication systems. This includes all aspects of transmission planning, system engineering, transmission services and contracts, operations and maintenance, SCADA system, operations technology and CIP, fiber optics and telecommunications. The position supports generation dispatch, strategic planning and Rawhide Energy Station.

The incumbent in this role must also be committed to relationship management with owner communities, colleagues, supervisors, vendors, consultants and others with whom they interact while representing Platte River. This leadership role requires a willingness and ability to share and gain knowledge, encourage and execute on new ideas and embrace innovation and change. The position’s supervisory requirements include performance management and development of employees under their supervision by operating as a leader, mentor and coach. 

This individual is responsible for the supervision of Platte River employees, with three (3) direct reports and a span of control of 33.


Essential duties and responsibilities

The individual in this role must possess the required knowledge, skills, abilities and experience and be able to perform the essential functions of the job, either with or without reasonable accommodation(s).

  • Promotes a culture of safety and security of employees, the public, contractors and Platte River facilities
  • Oversees power delivery operations with a focus on exceptional internal and external customer service to Platte River and its owner communities and their customers
  • Provides leadership, direction and coaching to staff; supervises, hires, schedules, develops, manages and leads staff; and, manages performance with a focus on continuous improvement
  • Develops and manages department budgets, develops work plans, sets goals, assigns work through department managers, develops operating plans and strategic objectives, policies and procedures and is responsible for ensuring work products meet organizational business objectives
  • Promotes coordination and teamwork among departments, municipal owners, other utilities and stakeholders
  • Directs the development and implementation of strategic goals for system engineering, SCADA, operation technology, telecommunications, operations, maintenance and transmission services to align with Platte River’s strategic plan
  • Manages transmission system interconnections, transmission service to the municipal owners, network customers, point-to-point customers, OASIS/OATT administration and associated contracts
  • Provides strategic leadership in transmission planning, coordination, design and construction of Platte River’s electric transmission systems, protection systems and related electric system facilities
  • Oversees the planning, design, operation and maintenance of Platte River’s SCADA system, operation technologies and telecommunications
  • Establishes and reviews policies applicable to transmission and communication systems
  • Ensures transmission systems and communication systems are planned, designed and perform with adequate system capacity and service reliability
  • Provides expertise on technical, contractual, reliability, regulatory and business aspects of transmission system and communication system applications, issues and initiatives
  • Prepares/presents proposals in writing and orally to Platte River management and stakeholders
  • Oversees and manages power delivery contracts, including requests for proposal, vendor review, contract negotiations and monitoring performance of contracts or consultants
  • Maintains awareness of new technologies, new service models and utility best practices and engages in self-learning
  • Manages compliance with applicable FERC requirements and NERC and WECC reliability standards as well as Platte River policies and internal work processes for authorizations, contracts, change orders, purchasing, inventory, finance and the project management framework
  • Maintains regular and reliable attendance
  • Demonstrates safe work practices and complies with established safety procedures
  • Represents Platte River by participating on committees, boards and other organized groups

Knowledge, skills and abilities

  • Excellent written and oral communication skills, including strong presentation skills and the ability to listen and respond effectively and influence others
  • Extensive working knowledge of how to plan, design, construct and operate safe, efficient and reliable electric transmission systems
  • Demonstrated leadership skills including ability to develop and motivate diverse and highly successful teams, build and maintain strong interpersonal relationships and present a professional leadership image
  • Ability to supervise and lead direct reports through a mentoring and coaching approach, with a focus on identifying opportunities that maximize individual and collective team performance

Minimum qualifications

  • Bachelor’s degree in electrical engineering from an accredited university and four-year program 
  • Minimum of ten years of progressively responsible in electric transmission systems engineering
  • Minimum of five years leadership, supervisory and/or management experience
  • Current valid driver’s license and ability to remain insurable under Platte River’s vehicle liability policy


Desired qualifications

  • Professional Engineering certification, Project Management Professional certification or master’s degree related to Platte River’s core business or functional areas 


Physical requirements

While performing the duties of this job, the employee is required to frequently sit, stand, and walk. The employee must occasionally lift up to 20 pounds. The following requirements are approximate in requirement and % of time:

  • Use of computer / other related equipment: 75% of time while sitting or standing
  • Walking: 20%
  • Lifting up to 20 lbs.: 5%

Bi-weekly salary range for this position: $ 5,654 - $ 7,775 (DOQ)
