Governors from Pennsylvania, Maryland, New Jersey, and Virginia are backing a plan with the Data Center Coalition that would fast-track approval for data centers that build or contract their own generation, equal to what they consume.
The goal: Reduce strain on PJM’s congested grid and reassure regulators by adding dependable new supply. The plan would also extend PJM’s capacity price cap to 2029, softening bill impacts as load grows.
The critics’ POV: It could shortcut permitting rules and lock in new natural gas projects instead of clean energy. PJM will weigh this and other proposals before submitting a fast-track rule change to FERC in December.
