Should the free market be segmented?
I'm referring to time of use. Peak and off-peak.
A Brazilian free consumer contracts a "fixed" price. That is, regardless of time of use. Shouldn't it be tied to time of use?
Like regulated energy tariffs?
What is conceptually correct? Peak and off-peak regulated energy tariffs structure or free market prices that are independent of time of use?
Do "regulated" and "free" electrons have different lives?
