Why it matters: Port and transmission infrastructure are the biggest bottlenecks for California’s plan to deploy commercial floating wind by the mid-2030s. Projects in Humboldt Bay, Port San Luis, Long Beach, Oakland, and Richmond will now advance feasibility, design, and permitting.
