ISO-NE proposes transmission planning changes to boost states’ ability to reach environmental goals

This is fantastic news for Massachusetts Electricity Consumers that faced having to pay the full cost of the MA State Energy program. Now these MA State Energy program costs will be spread across all New England States, with help from ISO New England, and we can move forward in acquiring an additional 3,600 MW of off shore wind contracts for MA and spread the cost across all of New England. I'm guessing this will make Gov. Healey very happy.

I'm still trying to digest FERC Order 1920 and I'm curious to know how "regions" will be defined, for example would the Northeast "Region" include all of New England and New York (which involves two NERC Balancing Authorities)?

If the FERC "Northeast region" does include New York and New England States then, IMO, NY has a distinctive advantage in off shore wind connectivity because of:

1. Long Island running a significant distance into the off share wind areas with the best potential energy output and

2. The Cross Sound Cable (CSC) HVDC line is already installed and operating, which eliminates significant costs in reaching off shore wind resources and in transporting power back to the Northeast Load Centers of New York and Connecticut, and the rest of New England.
