How do a take a state with a land area of 163,696 square miles, most of which is covered by mountains, deserts or large metropolitan areas, 2/3rds of the remaining area is incredibly arid with frequent droughts, and turn it into the most productive agricultural state in the Union? Then take the man-made resource that made this happen, make it more efficient. Oh yes, and also make it generate 13 gigawatts of renewable power.
