I can only surmise...perhaps because although a much needed and positive a project charter, it is a reactionary strategy in the beginning stages with alot at stake as well as economic and political implications.

The Tesla Power Packs now sold by the Mega pack is no secret. Tesla has been selling their Advanced Battery system to many utilities. The biggest news was the Australia 100 Mega Watts in less than 100 days in Dec 2017. They have been sold to smart utilities all over the world since.

I live in Arizona and all 3 major utilities have Tesla Mega storage and are adding to it. APS,SRP and TEP. In FACT they use the same batteries used in the Tesla model S ,3, X and , Y. They just developed a larger cell the 4680 for the Semi and Cyber truck and it is also being used in the Mega Packs. The life is twice the old 2170 10 years cell with more capacity and faster charging too. Prices continue to become lower as growth continues.
