Simple and effective proposal

To improve the efficiency of the Brazilian electricity sector, I suggest changing the ratio of peak and off-peak tariffs.

It's very simple and even intuitive:  significantly increase peak rates and reduce off-peak rates.

Why?

1. Encouraging transfer of consumption to off-peak hours.

Thus, the country's demand curve will be more "flattened", reducing the need for investments to only meet the daily peaks.

2. Enables the use of available distributed generation on-peak

  Those who cannot transfer peak to off-peak have an interesting alternative to consider

And for those who do not change their consumption profile, the cost will remain unchanged. But whoever wants/can change, there will be an important potential for savings to be captured.
