I want to commend the FERC Commissioners for pressing to get answers to the question "What can FERC do?" to help address New England's tenuous electric grid and electricity markets this winter and for future winters so that we can stop this endless cycle talking about the Everett Terminal and "RMR" contracts. This is the first time I've seen the "Reliability Must Run" flag applied to a LNG terminal - very strange.
As I've stated previously, a technical solution to long term reliability for the electric grid is attainable. The obstacle to success is political, the New England Public Utility Commissioners and New England States Committee on Electricity (NESCOE) have a blind faith commitment to an FCEM "theory" and is squelching any other talk of alternatives. Their hard line demanding that ISO New England implement FCEM has led us to this point where energy supplies for this winter are in question. Today, hearing Vermont's Public Utility Commissioner June Tierney say "There is no doubt that ISO New England is responsible for resource adequacy and reliability", is a failure to acknowledge that NESCOE was demanding an FCEM solution from ISO-NE, interfering with ISONE's ability to create a real, viable solution to replace FCM and address resource adequacy requirements.
This very topic has been under discussion on Energy Central since January 2019 and no progress has been made. Maybe today's FERC conference will inspire someone to get serious.
