This has been brewing for awhile. I'm expecting the credit rating agencies will also, soon, include a Utility Companies cybersecurity practices to the formula determining credit rating risks. This has been talked about for awhile too. I wouldn't be surprised to see cyber-insurers asking for proof showing that cybersecurity controls are being implemented/applied as evidence to retain cyber insurance policies or lose coverage.

Certainly seems overdo-- I can't imagine who would be arguing against it, other than perhaps the burden of reporting from the utilities? But given what's at stake, that would be a shaky argument at best.
