Really interesting use of data visualization-- are these just highlighting for decision makers the opportunities that are there, or are they actually uncovering new insights that wouldn't be available without the heat maps?

Great question, I think that it is both. Elements highlighted in the map consider poverty and economic opportunity, but they also support the well-being of underserved communities. The maps are necessary to look at other factors such as communities' distress by lack of community development, income, housing, employment opportunities, etc. The map combines both of these elements to see how decision-makers can benefit and how to best serve the population.
