Pre-Biden, the United States was charting a course to reaching a clean energy future with help from utility companies, as many had already committed to eliminating carbon from their operations by 2045 or 2050.
Now that Biden has taken office, he plans to implement his “Build Back Better” plan to increase federal support for clean energy to the tune of $2 Trillion. The plan includes asking utilities to expedite timelines to 2035.

Rob Mosher is the Director of Federal Government Relations at National Grid, an international energy company headquartered in London that delivers electricity and natural gas to nearly 20 million customers in New York, Massachusetts and Rhode Island. Prior to joining National Grid more than seven years ago, Rob was the Director of Government Relations for the Alliance to Save Energy. He began his professional career with former Senator John Glenn (D-OH), and then worked in the personal offices of former Congressman Bob Wise (D-WV); Representative Jim Langevin (D-RI); and former Congressman Steve Kagen (D-WI), before concluding his time on Capitol Hill as Representative Doris Matsui’s Legislative Director. Rob possesses a Bachelor of Arts (B.A.) in Political Science from Miami University (OH), and a Master of Public Policy & Administration (M.P.P.A.) from Baylor University. Rob and his wife, Alexis, and son, Dean, and dog, Bowie, reside in the South Arlington, VA.
Mitchell Beer is Publisher of The Energy Mix, a free e-digest on climate change, energy, and carbon-free futures. He traces his work in renewable and energy efficiency to 1977, on climate to 1997. A proudest memory is building a model wind turbine out of wooden stir sticks with his then-11-year-old daughter, and improv comedy practices are often the best part of his week. His October, 2019 TEDx talk in Ottawa was on changing the conversation on climate solutions.

Opower, which is part of Oracle Utilities, delivers over 30 behavioral energy efficiency and demand response programs around the world. Behavioral demand side management is a proven way to drive equitable, large scale energy savings across the residential sector. Mary has over fifteen years of experience in the clean energy industry from state-level advocacy to congressional policy. Her most recent roles were as VEIC’s Director of Policy and Public Affairs, and as Con Edison’s federal lobbyist in Washington, D.C.
Andrew Gumbiner, Founder, AJG Strategies
Andrew Gumbiner is the founder of AJG Strategies, LLC – a public affairs consultancy based in Washington, D.C. focused on advising energy sector and industrial cybersecurity clients on strategic communications and public policy issues. Before starting AJG Strategies, LLC in 2019, Andrew worked for more than decade as a spokesman and public affairs strategist for CEOs of global industrial companies, U.S. cabinet secretaries and senior administration officials in the Obama administration and for Democrats on Capitol Hill. Most recently, he was a spokesman for Siemens USA, managing public affairs for the company’s energy and cybersecurity business and serving as an advisor to the U.S. CEO.
Previously, Andrew served in the Obama administration as the press secretary and spokesman at the U.S. Department of Energy (DOE), and aid to Secretary Moniz. Before his role as DOE press secretary, Andrew was the spokesman and head of communications for DOE’s Advanced Research Projects Agency – Energy (ARPA-E) and supported the National Commission on the Deepwater Horizon Oil Spill as a consultant with Booz Allen Hamilton. In Congress, Andrew worked as a Communications Director in the U.S. House of Representatives, and he started his career as a press aide in the House Democratic Caucus under Chairman Rep. Rahm Emanuel.
