A new two-tier planning system for long-term development was introduced in accordance with the amendments to Federal Law No. 35-FZ “On the Electric Power Industry” adopted in June 2022. It will replace the three-tier model that has been in place since 2010 in the industry.
First of all, we are talking about the cost of building transmission lines and substations, as well as the gradual formation of a rational structure of generating capacities in the country, including taking into account the objectives of low-carbon development.
