The question shows concern, but also shows a lack of understanding of the grid and of consumer demand. First, California typically has abundant power available for EV charging when the bulk of EV charging occurs: at night. In fact, California wholesale electricity markets often have negative pricing (i.e., really cheap) in the early morning hours. Second, EVs can serve as valuable grid assets, as well as valuable consumer and commercial assets during grid outages in the form of energy storage. Third, the adoption of EVs is driven by consumer demand for really fun-to-drive, low total-cost-of-ownership vehicles. Sure, EVs have a save-the-planet aspect, but that only explains the "first adopters", not the bulk of consumers who now buy EVs en masse.
