Maine PUC Issues Order Involving Central Maine Power

AUGUSTA, Maine, Sept. 13 -- The Maine Public Utilities Commission issued the following order (No. 2021-00036) on Sept. 12, 2023:

CENTRAL MAINE POWER COMPANY, Request for Approval of Annual Compliance Filing

ORDER

BARTLETT, Chair; SCULLY and GILBERT, Commissioners

I. SUMMARY

In this Order, the Commission approves a proposal of Central Maine Power Company (CMP) to rectify certain instances of over and under billing of customers.

II. BACKGROUND

On July 31, 2023, CMP made a filing in the above-captioned docket, explaining a billing issue discovered during the Commission's review of its revised rate schedules, which became effective July 1, 2023. This billing issue is limited to large customers participating in the transmission rate mitigation program. In its filing, CMP states the net effect of the billing issue was that certain large customers were over billed by approximately $600, but that more than half of the adjustments are less than $10, with the highest adjustment being slightly less than $1,000. CMP proposes to provide certain credits, and to waive certain additional amounts that would be billed to certain customers, treating this waived amount as below-the-line for ratemaking purposes. CMP stated it could provide the adjustments to customers within 30 days after receiving approval from the Commission for its proposed course of action.

By procedural order dated August 1, 2023, the Commission provided an opportunity for comment on CMP's proposal. The Commission received no comment.

III. DISCUSSION AND ORDER

For the reasons stated in CMP's July 31, 2023, filing, the Commission approves CMP's proposed adjustments as specified in the filing. CMP is directed to make the adjustments within 30 days of this of Order and is further directed to make a compliance filing in this docket within 10 business days of having made the adjustments, confirming the appropriate credits and waivers have been implemented.
