(1) That is the usual way of thinking which is not correct 100%. The West African Power Pool and the  East African Power Pool are dummy structures. They are existing only on papers.

(2) For all of West and East Africa countries to cope with Paris 2015 Agreement: You must think about integrating available RE as Distributed Generation Resource and build mini-grids about them. If there is available hydroelectricity, use them to backup RE locally.

(3) This decentralized concept of power systems will save the money needed to implement extended transmission lines.
