It is important to note that this decision is by no means a rejection of wind energy in Norway. 
It is, however, recognition that local municipalities do not want to allow the central government (Parliament) to designate preferred areas to be targeted for wind energy development for fear that local communities will lose their decision making powers.

Great point, Mark, and certainly an important distinction. No doubt those municipalities would be saying the same thing about losing decision making over any large energy project (or infrastructure project in general) in their jurisdiction.
