"By buying and “retiring” the certificates, consumers can claim to be carbon-free even if the electricity they use comes from coal because they are promoting green production elsewhere."

Consumers can claim anything they like. But unless "promoting green production elsewhere" somehow scrubs CO2 from the air their coal-fired electricity has already emitted, their claim is a lie.
