Spencer Francis

Spencer Francis is a licensed civil engineer with comprehensive experience in the development of critical infrastructure projects. Based in Richmond, Virginia, he is an Executive Vice President at Bowman and oversees right-of-way and land services, civil engineering, transportation engineering and water/wastewater engineering operations throughout Virginia and the east coast. Since joining Bowman in 2003, his project experience has encompassed the land development, transportation, and utility sectors. He has particular expertise in the areas of electric distribution and economic development.
