Dr. Katherine Johnson is President of Johnson Consulting Group. For 30 years, Dr. Johnson has worked closely with investor-owned, rural electric cooperatives, and municipal energy utilities specializing in all sectors of the energy efficiency market. She has also developed EM&V Protocols for Public Utility Commissions in Arkansas and New York. She has also directed and completed more than 200 program evaluations across all customer segments. She has received her Doctorate in Business Administration from the University of Southern Queensland. She earned a Masters in Business Administration from Rollins College with concentrations in Marketing and Finance, and an undergraduate degree in Business-Journalism from Indiana University.

She is an industry recognized energy efficiency expert, having worked in the energy efficiency field for more than two decades. She is providing EM&V advice and technical support to the following public service commissions in the following jurisdictions:

  • Independent Evaluation Monitor for the  Arkansas Public Service Commission
  • EM&V Auditor for the Missouri Public Service Commission
  • EM&V Advisor for the California Public Service
  • TRM Advisor for the Public Service Commission in Texas

Dr. Johnson has also provided guidance in assisting two jurisdictions in quantifying Non Energy Impacts (NEIs). Her responsibilities included conducting extensive literature reviews on current quantification practices, developing recommendations to quantify Non Energy Impacts and to avoid double counting.
