Robert Borlick is an independent energy consultant with more than 40 years of experience related to the electric power industry. He previously held partner-level positions in two international consulting firms:  Putnam, Hayes & Bartlett, Inc, and Hagler, Bailly, Inc. More recently he was a Senior Advisor to the Brattle Group.  

Over the past 25 years Robert Borlick has focused on wholesale electricity market design, beginning with the restructuring and privatization of the England-Wales electricity industry. He subsequently participated in the restructuring of electricity markets in Australia, Canada, Colombia, El Salvador, India, Indonesia, New Zealand, Philippines, Poland, Russia, Singapore, and the US.  The USAID or the World Bank funded many of these projects. 

Robert Borlick earned a B.S. in Electrical Engineering from the Illinois Institute of Technology and a M.S. in Electrical Engineering from the Ohio State University, where he was a Mershon Fellow. He earned a M.B.A. from the Stanford Graduate School of Business where he was a Lockheed-Gross Fellow. He also completed Ph.D. coursework in the Department of Engineering-Economic Systems, Stanford University.
