Specialist, OT/SCADA System
Salary Grade: G07
Minimum Midpoint Maximum
$66,267 - $87,804 - $109,340
This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training; supplemental training for certain PNMR Energy/Generation/Plant Management Systems and annual cyber security training will be required.
SUMMARY:
Under general supervision, performs a multitude of operational technology administration and technical support duties for multiple geographically distributed Energy/Generation Management Systems. Implements Energy/Generation Systems technologies, implements NERC CIP compliance/security related controls, and supports Energy/Generation Management Systems operations . Supports PNMR projects related to operational technology.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Performs work activities necessary to develop, implement, support and maintain PNMR Energy/Generation/Plant Management Systems
- Implements technology solutions to optimize the effectiveness of the PNMR Energy/Generation Management Systems environment, and help develop appropriate procedures and guidelines for their implementation and use
- Provides technical support in problem resolution for a variety of Energy/Generation Management Systems supporting grid and generation operations
- Keeps the mission critical Energy/Generation Management Systems operational with nearly 100 percent availability
- Provides technical knowledge, and skill in support of special projects
- Implements a variety of security and compliance related controls for the Energy/Generation Management Systems to protect them from cyber threats
- Provides training and technical support to PNMR Energy/Generation Management Systems users
- Performs systems administration of computer operating systems such as UNIX/LINUX/Windows and other proprietary device platforms to include but not limited to operating system and firmware upgrades, security patching, system optimization, configuration management, performance, uptime, and health monitoring
- Administers computer and proprietary/appliance based device hardware platforms including but not limited to server and desktop chassis, motherboard, NIC, display, hard drive, and SAN components
- Helps prepare, as necessary, accurate and complete documentation for end-user products and systems including instructions, processes, and procedures
- Performs compliance functions as stated in the NERC CIP and Reliability regulatory guidelines
- Assists with establishing and implementing disaster recovery and business continuity processes, tools, and procedures to support business resiliency
- Participation in rotational 24x7 on-call support required
- Experience with system administration, maintenance, and configuration of IT server/workstation/security systems preferably in a SCADA (Supervisory Control and Data Acquisition) control systems environment, such as Energy Management Systems (EMS), Generation Management Systems (GMS), and/or Distributed Control Systems (DCS)
- Knowledge of information processing technology and basic knowledge of new and emerging technologies in a complex and heavily regulated operating environment
- Knowledge of electrical grid technologies and protocols such as DNP3, ICCP, and other IEC related substation communication protocols
- Experience testing procedures and safe practices to minimize data loss and ensure high data integrity
- Experience with network data communications including TCP/IP, client/server functions, and hardware/software architectures
- Experience with IP addresses schema, user account set-ups, permissions and policies and emerging technologies
- Strong Communication skills necessary to convey the mechanics and technical aspects of SCADA control system software and hardware products to junior level personnel, system operators, and other PNMR staff as necessary
- Ability to analyze the impact of enhancements and product upgrades and assist with implementing changes
- Knowledge of Information Security best practice such as NIST 800 series, ISO 27000 series, ISA, or COBIT
- Knowledge of systems management and process improvement practices such as ITIL, Six Sigma, or MSF
- Knowledge of security related compliance standards such as NERC CIP or comparable standards such as NRC, FISMA, PCI etc.
- Knowledge in systems automation leveraging scripting languages such as shell (bash), Python, Perl, VBscript, and PowerShell
MINIMUM EDUCATION AND/OR EXPERIENCE:
- Bachelor's degree from four-year College or university in an engineering, technical or related discipline with three to five years of related experience, or equivalent combination of education and/or experience related to the discipline.
- Control Systems, Energy Management Systems, SCADA, or power plant experience strongly preferred.
- Must possess current, legally valid driver's license and meet the Company driving record requirements.
- Professional Certification in systems administration strongly desired, such as: Red Hat Certified System Administrator (RHCSA), Microsoft Certified Solutions Associate (MCSA), or comparable certifications.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
- Ability to present information to top management, public groups, and/or employees
- Ability to read and understand procedures, process, or user manuals used to implement those instructions
- Strong knowledge of word processing, spreadsheet, database, and presentation software.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

- Acts as the first line of technical support in problem resolution for a variety of Energy/Generation Management Systems supporting grid and generation operations
- Keeps the mission critical Energy/Generation Management Systems operational with nearly 100 percent availability
- Provides technical knowledge, leadership, and skill in support of special projects
- Implements a variety of security and compliance related controls for the Energy/Generation Management Systems to protect them from cyber threats
