Senior Transmission Policy Manager [remote] - CAISO & WECC states

The Senior Manager will be responsible for monitoring, developing and implementing EDF Renewables’ market policy and strategic efforts related to market, transmission and interconnection process rules and changes in CAISO and WECC states, in order to advance EDFR’s mission in North America of delivering renewable solutions to lead the transition to a sustainable energy future. The role will primarily engage with CAISO and WECC states, but will also engage with other markets in the U.S. as needed, including ERCOT, NYISO, NEISO, etc. 

 

  • Coordinate and lead external advocacy efforts at RTOs, ISOs, and the Federal Energy Regulatory Commission in concert with Regulatory and Legislative Affairs and other internal departments as needed, and working with industry associations and other stakeholders at national and regional levels. The role will primarily engage with CAISO and WECC states, but will also engage with other markets in the U.S. as needed, including ERCOT, NYISO, NEISO, etc. 
  • Draft and lead written and oral comments at CAISO, WECC states, and FERC, with managing of applicable counsel and consultants as necessary. Draft and lead comments in response to CAISO, WECC states, or FERC proceedings with managing of applicable counsel and consultants as necessary.
  • Represent and advocate EDFR’s positions at RTO and industry stakeholder processes, forums; and conferences other duties as assigned.
  • Represent EDFR in regional and national trade associations, including driving association decision making affecting RTOs, ISOs and FERC while maintaining constructive relationships with other companies Identify and track market, transmission and interconnection changes and opportunities within CAISO and WECC, relevant to EDFR’s assets - operational or under development – across all clean energy and storage technologies, including solar, wind and green hydrogen.
  • Provide ongoing analysis and information to EDFR’s various business groups for the identification of new market opportunities, response to new opportunities, and optimization of EDFR’s operational and development pipeline.
  • Provide regular updates to Senior management and other business groups in the company on key risks and opportunities related to FERC/RTO and non-RTO markets, transmission and interconnection policy and processes Research/analyze market or design changes, transmission planning or interconnection changes and reforms, using both qualitative and quantitative frameworks and manage internal/external resources as necessary to conduct such analyses
  • Work under the Sr Dir – Transmission Policy, and the VP - Regulatory & Legislative Affairs. 
  • Direct and coordinate research with other groups in the company (Transmission and Analytics group, Development, Asset Optimization) as required and relevant to the business needs.
  • Create presentations on market and transmission policy related items to senior level EDF Renewables management.

Education: A Bachelor’s degree in Engineering, Economics, Public Policy, law, business or a related field required.

 

Experience: A a minimum of 5-10 years of energy or utilities sector experience, including energy policy, project development, transmission planning, interconnection and/or asset management.

 

Knowledge/Skills/Abilities:

  • 5-10 years of experience in market regulatory policy, transmission planning or interconnection policy or law. 
  • Strong familiarity with CAISO and WECC states including in the areas of transmission planning, tariff and processes, and federal and state regulatory policy.
  • Excellent written and verbal communications skills.
  • Must be able to manage and prioritize multiple opportunities while being flexible and able to adapt to changing project or market priorities.
  • Strong analytical skills, project management and organizational skills, and attention to details.
  • Strong relationship development skills and the ability to work successfully with a diverse range of peers and colleagues across the company, the industry, and in other external environments.
  • Comfort with providing both in-depth analysis and conclusions by deliberately synthesizing economic, transmission or market information, as well as policy positions in fast-paced situations with little lead time and based on limited information. 
  • Proficiency in Microsoft Word, Outlook, Power Point and Excel. 
  • The ability to function in a team environment and demonstrate a strong motivation to succeed in a very fast paced environment.
