Manage and coordinate the Transmission Control Center Operator Training Program for all of Xcel Energy and the Operator Training Performance Database for an Xcel Energy jurisdiction. Responsible for the maintenance of Xcel Energy's status as a credited NERC Training Provider. Responsible for the NERC database that includes all Individual Learning Assessments (ILAs) that are kept current and up to date. Responsible for the LMS and web-e database. Provide classroom, simulation, web-based, and hands-on training throughout Electric Operations in Transmission and Distribution System Operations. Training topics include NERC Standards, Regional Reliability Organization procedures, EMS Software training, Emergency Operations, Lead training associated with the NERC Audit discussion of the program strategy/philosophy, tactical implication, and achieving specific compliance requirements for specific operating companies. Coordinate the use of other training contractors, regional programs, and EMS simulation. Coordinate the quarterly meeting of the three regional trainers. Implement the control center job and task analysis on an individual operator basis. Provide operator-training services to Commercial Operations and EMS training for Distribution dispatchers.

Essential Responsibilities


  • Oversee and ensure implementation of training programs that integrates a needs assessment, job and task analysis and annual employee assessments as an essential part of the program.
  • Independently develop and manage the strategic training plan for Xcel Energy Transmission and Balancing Authority Operators to meet the NERC compliance requirements. The plan must address new hire training for initial certification, position check-off and meet the NERC certified provider status for Xcel Energy. Review and maintain the training plan to ensure continued compliance with applicable NERC requirements.
  • Develop and maintain training facility management processes.
  • Ensure the training program(s) employ a systematic approach such as the ADDIE process (analysis, design, development, implementation, evaluation) to develop and maintain training materials.
  • Maintain and direct a group of qualified internal and external subject matter experts (SMEs) to lead specific training subjects. External SMEs includes managing contracted operator training services and recommending a list of external training programs that align and complement the Xcel Energy Program. Provide direction and leadership in assisting the SMEs in developing course content.
  • Provide oversight in the coordination of special training events by representing Xcel Energy in developing local and regional operator training sessions on emerging needs.
  • Maintain training programs by monitoring the NERC Training Standards. Participate in the development of these NERC standards by offering comments to influence the development.
  • Provide the evidence documentation of a compliant Operator Training Program for annual Regional Self-Certification and on-site reliability audits.




  • High School diploma or GED.
  • Bachelor of Science in engineering, education/training, business, or related field; or combination of education and experience in the training field providing equivalent knowledge.
  • 15 years of experience working with Transmission Operator training, operations, compliance, and regulatory requirements and/or a related technical area with a thorough understanding of transmission reliability, safety, and OSHA compliance requirements.
  • A thorough knowledge of ADDIE theory and application.
  • Proven written/verbal communication and presentation skills.
  • Trainer qualifications required either through formal education or train the trainer course work, excellent verbal and written communication skills, and knowledge of key metrics and metric reporting.
  • Proficient in the use of Microsoft Office.

The anticipated starting base pay for this position is: $90,000 to $127,333 per year
