Idaho National Laboratory's (INL) Office of Campus Planning and Space Management is seeking forward-thinking professionals interested in exploring a career as a Real Property Technical Lead! This team works a hybrid 9x80 schedule located at our Willow Creek facility with every other Friday off.
Responsibilities Include:
Collect and analyze relevant asset information for reporting to DOE-Idaho and DOE-Headquarters.
Verify asset information by walk-downs, reviews, and historical comparisons before reporting to BEA and DOE Leadership.
Aid with Real Property repair prioritization and budgeting for recommendations to F&SS Leadership.
Collaboratively develop and implement work plans to assure real property databases contain current, accurate, and high-quality data.
Assist with Road & Roof Assessments and Replacement Planning.
Provide support in managing Real Property Condition Assessment planning and execution.
Serve as Technical Point of Contact for subcontracted services such as Condition Assessments to meet the objectives of the Real Property Asset Management Program.
Establish partnering relationships with data and database stewards and partners, source data providers and facility managers to assure effective communication of data and that data is maintained current and of sufficient quality.
Maintain familiarity with real property assets across the INL site to better understand data being administered and detect need for data updates by physical observations, data requests, and records reviews.
Lead and coordinate the annual updates to the FIMS database including leading INL facility managers to complete the annual review and update of deferred maintenance.
Work with the INL FIMS Program Manager and other DOE M&O contractors (IEC) at the INL site to coordinate responses for FIMS data and reports.
Facilitate and report of the DOE Annual FIMS Data Validation including coordination of IEC data administration participation.
Provide real property data related support for the development of site infrastructure planning documents such as the INL Five Year Site Plan and BEA performance documents such as the Performance Evaluation and Measurement Plan (PEMP).
Perform as the Subject Matter Expert, mentoring other data administrators in this role.
Collect and maintain INL's Real Property Inventory information in FIMS. This includes evaluating data to manage assets and ensuring INL meets DOE federal asset record and reporting requirements. Prepares reports as requested by BEA leadership for asset conditions.

- Support efforts in DOE FIMS data management and condition assessment programs for INL by serving as the Technical Point of Contact for outside Engineering firms that conduct Condition Assessments.
- Coordinate the INL lab-wide bridge, pavement, and roof condition assessment programs. Includes establishing integrated lab-wide pavement, bridge, and roof replacement and repair priorities considering lab mission needs.
- -Act as Subject Matter Expert for the Active Facility Environmental Liability Estimate Reporting - AFDCS Implementation (Data Collection).
- Support Manager with quarterly reporting and audits of Environmental Liability estimates.
- Participate in professional activities at the regional, national, and international levels.
- Develop and use a network of internal/external and international peers and technical contacts with other national laboratories, external regulators (DOE-NE, DOE-OECM, etc.) and peer groups (DOE and industry RPAM groups, etc.) to stay current on industry trends and influence the evolution of the DOE and industry requirements, standards, and processes.
- Establish a reputation as a technical resource and subject matter expert for RPAM.
Qualifications:
Minimum Requirements:
- Bachelor's Degree in Engineering, Business, or Finance and 8 years or more of relevant experience, or 16 years equivalent combination of education and experience required.
- Experience in technical oversight of budget, advanced planning, and project deliverables.
- Demonstrated understanding of Financial Analysis concepts
- Knowledge and experience in managing budgets.
- Proficiency in the use of Microsoft Office Applications with advanced knowledge of spreadsheet applications.
- Strong communications skills, in-person, and via written and graphics formats.
- Demonstrated record of working well individually and as a member of a team and possesses excellent customer service skills.
- Proven ability to work efficiently and meet project deadlines.
