Idaho National Laboratory's (INL) Advanced Test Reactor (ATR) Long Term Asset Management Implementation (LTAM) group is seeking forward-thinking professionals interested in exploring a career as a Project Support Manager (PSM).
Our team works an on-site 4x10 schedule located at our ATR facility with every Friday off!
Responsibilities Include:
  • Advance both LTAM projects and other initiatives as defined by ATR LTAM Division Director.
  • Effectively and efficiently manage LTAM project support service functions. These functions include project controls, project scheduling, and cost estimating.
  • Manage program funding to ensure program's funding is never exceeded and that individual projects are adequately funded. The PSM is accountable to the LTAM Division Director and will work with the director to manage program planning and reporting.
  • Assist the director in providing oversight of the day-to-day execution of LTAM projects, including schedule adherence, financial performance, change management, and risk assessment and mitigation.
  • Work with LTAM Project Managers to provide support and guidance as necessary to help ensure successful project completion.
  • Guide project managers and project support staff in the analysis of cost and schedule performance and take appropriate actions to ensure work is accomplished within budget, schedule, and other LTAM program expectations. Monitor the performance of the LTAM project teams, helping to ensure project goals and objectives are achieved.
  • Develop and maintain monthly program status reports and funding reports for ATR midyear and end-of-year reviews, and maintaining the LTAM dashboard.
  • Make recommendations based on funding levels as to whether the program can afford to start new projects or possibly defer work.
  • Understand Davis-Bacon applicability and the Funding Determination Request process and ensure procedures are followed for the ATR Complex so as to be in compliance with federal law and DOE mandates/directives.
  • Provide leadership to manage interfaces between project managers, design engineers, production control, and project support staff.
  • Work to retain existing staff and to identify professional growth opportunities. Promote Inclusion and Diversity at ATR.


Qualifications:

Minimum Requirements:
  • Bachelor's degree and 12 years or Master's degree and 8 years of relevant experience. Preferred degree would be in Finance, Business Management, Project Management, or other related field.
  • Demonstrated understanding of all project management facets including Earned Value Management, Project Scheduling, Cost Estimating, Budget Management, and Funds Management.
  • Experience with construction project management.
  • Demonstrated written and oral communication skills.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
Preferred Requirements:
  • Experience in execution of large capital projects, and using standard and novel approaches to rebuild and rejuvenate reactor facility structures, systems and components.
  • Experience with financial controls, costs estimates, and scheduling to support Plant Health Projects.
