Our Program Manager will be working with the Fuel Qualification (FQ) National Pillar Lead and National Technical Lead to develop an FQ life-cycle plan required to meet the USHPRR Program goals.
Responsibilities Include:
  • Oversee work package managers assigned to the USHPRR FQ Pillar (Leads multidiscipline teams across multi laboratory, commercial and international organizational lines).
  • Lead full project scope from formulation stage through project delivery and closeout.
  • Work with the FQ NTL, Pillar Lead and work package managers to define FY planning, including scope, schedule, cost estimates, risks, and other planning needs for FQ based on USHPRR Program guidance and available resources.
  • Establish the FQ program baseline with the work package managers to document life-cycle and FY planning (work packages, work-authorization documents, baseline change plans, and other INL and USHPRR Program documents).
  • Develop intra and inter-laboratory partnerships, universities, and industry partnerships to address challenges in nuclear proliferation.
  • Review and approves FQ Baseline Change Requests (BCRs) and Baseline Change Proposals (BCPs).
  • Report FQ performance to the INL and USHPRR Program tracking systems.
  • Approve material and mid-level capital-equipment purchases; (m) tracks FQ Project achievements.
  • Ensures deliverables are uploaded to the M3 SharePoint site.
  • Ensures that FQ personnel and resource needs are met within the approved budget; leading technical teams in the areas of nuclear materials and fuel development and other areas directly applicable to nuclear non-proliferation; and (Q) development of successful program strategies.
Minimum Requirements:
  • Bachelor's Degree and 8 years, Master's Degree and 6 years, or PhD and 4 years of confirmed experience.
  • Knowledge of INL work organizations, facilities, and work processes. Significant project management and program management experience and familiarity with facility operations.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
Preferred Requirements:
  • Project Management Institute (PMI) Project Management Professional (PMP) Certification.
