ISO New England is recruiting an on-the-ground representative in Washington, DC to serve as the organization's liaison to the offices of the New England States on Capitol Hill and to Congressional committees with responsibility for energy policy. Ideal candidate will be prepared to design a targeted outreach program to regularly brief New England's Congressional offices and House and Senate Energy Committee staff. This role serves as a go-between with the ISO and the region's federal representatives to share timely information and analysis concerning the New England electric grid consistent with the ISO's mission and vision. This role requires a grasp of the legislative process to provide regular reports to the organization's senior leadership on policy developments. This role involves working directly with senior leadership to develop the organization's positions on federal policy developments.

How you will make an Impact
  • Monitor and report internally on energy policy in Congress and related developments or implementation by federal agencies (e.g., US Departments of Energy, Interior/Bureau of Ocean Energy Management, Homeland Security, and the EPA).
  • Collaborate with team members to prepare talking points, remarks, and presentations for use by the organization's representatives at external briefings and conferences and in a wide array of communications with New England public officials and staff
  • Support the organization's plans to exercise and provide timely communications to public officials during power system emergencies
  • Day-to-day responsibilities internally and externally will involve both in-person and virtual interactions
  • Travel to the ISO's main offices is required on an ongoing basis to build relationships with External Affairs team members and the organization's senior leadership and technical staff (travel and accommodation expenses are covered)
  • Coordinate all Capitol Hill outreach with manager and the organization's Washington, DC-based federal consultant
  • Monitor federal ethics requirements for registration and disclosure applicable to the organization's outreach and interactions with public officials and staff
  • Track and report interactions with public officials and staff using a customer relationship management (CRM) system
What we are looking for
  • Undergraduate degree in the liberal arts (e.g., communications, political science) or other concentration applicable to the role
  • Team player who is eager to collaborate with colleagues to deliver high-quality communications and services to external stakeholders
  • Articulate, measured, and even-keeled government affairs professional
  • Strong written and oral communication skills and an overall commitment to excellence in the field of communications and ability to prepare clear and concise communications materials for internal and external use (e.g., executive summaries, memos, presentations, web-based articles)
  • Self-starter who stays on top of assignments and can work independently
  • Knowledgeable about the electric industry and the federal policies that led to the formation of wholesale electricity markets, as well as the state and federal policies shaping the electric grid of the future
  • Ability to thrive in a highly technical environment that is guided to a great extent by processes and procedures, and that is characterized by a culture of compliance to fulfill state and federal regulatory requirements
  • A desire to have an impact on the organization's government affairs program in support of its unique mission, vision, and strategic goals
  • Eagerness to learn about the ISO's responsibilities for system operation, wholesale market administration, and power system planning through on-the-job training and formal training
