Title: Plant Manager

Job Summary:

The Plant Manager reports to the Director, O&M Services and is responsible for the safe, efficient, lawful, and cost effective management and operations for this biomass generation facility. This person will provide leadership in Operations, Maintenance, Business, Engineering, and Environmental functions of the facility. This person will ensure conformance with all Facility Contracts, Environmental Permits, Safety, Federal, State and Local Laws and serve as the primary interface between these agencies. This person will also provide Leadership in the following areas:
  • Developing and maintaining a positive work environment.
  • Supporting the development of Short, Mid, and long term goals for the plant staff.
  • Ensuring open and timely communications with the plant staff, PIC Corporate personnel and the NOVEC asset management team.
  • Maintaining a plant environment that is professional where people interact in a respectful manner to all stakeholders.

Essential Duties and Responsibilities
  • Provide leadership to all Team Members of the Facility.
  • Ensures Safe, Efficient, Cost Effective, and environmentally appropriate operation of the facility according to all Facility Contracts, Environmental and other Permits, Power Purchase Agreements, and Plant and Corporate Policies.
  • Ensures the facility complies with all Federal, State, and Local laws.
  • Prepares, Approves, and administers all Plant Budgets and Budget process.
  • Analyze and critique plant performance and ensures each project is performed in the most Safe, Efficient, Timely, and Cost-Effective method and analyze each project for improvement.
  • This position is the central point of contact for regulatory agencies and Corporate Affairs.
  • Develops and/or Enforces Plant Policies, Procedures, and Programs.
  • Coordinate regular and periodic plant audits of all disciplines to ensure that proper regulatory plans are in place and updated as needed.
  • Track Federal, State, and Local regulatory developments and alert Corporate Environmental Affairs as needed for information and to give/receive guidance as necessary.
  • Administers Facility Contracts on behalf of Owners and Corporate Officials.
  • Develop, Implement and Review the plant's various operational reporting systems.
  • Coordinate the Short, Mid, and long term budget processes for the Power Facility.
  • Lead in developing, coordinating, improving, and defining plant policies, guidelines, orders, and procedures.
  • Respond to Plant Emergencies in accordance with the Emergency Response Plan.
  • Lead in identifying and implementing plant and/or profit improvement projects.
  • Support business development activities.
  • Interface with client to improve communications and optimize operational and financial performance of the assets.

Job Requirements:
  • Ability to provide leadership as a senior team member.
  • Ability to live the PIC Culture and develop relationships with Plant Management, Corporate entities.
  • Must have excellent communication skills and the ability to effectively organize and facilitate process teams to implement improvement initiatives.
  • Ability to understand complex contractual issues as they relate to plant operations.
  • Ability to handle quick changing situations under stress and to work extended hours on short notice if required.
  • Travel to other corporate locations may be required.
  • Extensive experience in the use of personal computers and numerous software applications such as Excel, Word, MS Outlook, PowerPoint, Access, etc.

Physical Requirements:
  • Working in varied outdoor environments such as all-weather conditions, all noise levels, hazardous conditions, and on the full range of outdoor work surfaces.
  • The frequent use of protective equipment (i.e., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.) may be required. Work with hazardous materials may also be required.
  • Working in proximity to high voltages and current with proper training and equipment, operating heavy equipment and rolling stock and entering confined spaces or hazardous environments may be required while often being exposed to equipment and machinery noises.
  • Duties require walking, standing for extended periods of time, crawling, stooping, sitting, climbing vertical and inclined ladders and stairs, operation of large valves and other tasks requiring up to 100 lbs. of pulling or turning force, and lifting and carrying up to 50 lbs. Exposure to extreme heat and cold.
  • Eye and hand coordination are required to operate switches, pushbuttons, and other controls.
  • Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.
  • All candidates will participate in the post-offer drug screening.

Education / Experience:
  • A Bachelor's Degree in Engineering, Business Management or Related Experience.
  • A minimum of 10 - 15 years' experience in steam and electric power plant operations of which, at least 5 years have been in the commercial generating facilities. Solid fuel experience is a plus.
  • A minimum of 5 years Management experience
  • Prior experience with Bio-Mass technology is strongly preferred.
