Idaho National Laboratory's (INL) Network and Communications group is seeking forward-thinking professionals interested in exploring a career as a Network Operations Center Engineer Lead! This team works a hybrid 9x80 schedule located at all locations in Idaho Falls and on site facilities with every other Friday off.
Responsibilities Include:
  • Provide leadership and train Network Operations Center team members on information technology in areas including Project Management, Networking Management, Firewall Management, Telephony Network Integration, Network Monitoring, Budgeting, Security Coordination, and Networking Operations.
  • Provide and implement a long-term vision for the Network Operations Center that uses best-in-class methodologies.
  • Monitor team performance and employee productivity as requested by immediate manager.
  • Analyze statistical information to ensure compliance with INL vision, missions, standards and established quality assurance policy and procedures.
  • Assist in the preparation of annual and mid-year employee reviews and make recommendations regarding personnel actions such as hiring, and promotions.
  • Manage assigned project activities with a disciplined approach - including planning, scheduling, budgeting, implementation and alignment to standards and procedures.
  • Performs work in a technical lead capacity and makes informed decisions that require the application of a significant range of fundamental principles in a wide and often unpredictable variety of contexts.
  • Perform as a Lead over a multiple field Network Operations group within the Infrastructure organization.
  • Provide leadership in identifying, promoting, and developing new opportunities within IT, Networks, and data communications.
  • Provide guidance to ensure that technical analysis and resolution of telecommunication/networking/configurations, and all other networking-related fault situations use best-in-class methodology from point-of-contact to resolution.
  • Act as the customer service liaison providing communications feedback on user needs to other supervisors / management in the organization.
  • Work with Sr. management not only within the laboratory but outside (i.e., DOE-HQ, across other labs, etc.).
  • Provide definition and measurement of service level agreements.
  • Provide guidance to policy level direction regarding standards, budget constraints, etc.
  • Participate in security risk and vulnerability assessments, strategy and risk mitigation planning, and the development of computer security policy and governance for functional area of responsibility.
  • Monitor the set of policies/procedures relating to computer and telecommunications infrastructure to ensure operational compliance with Federal regulations, DOE orders, company policies, and industry standards and practices.
  • Perform oversight for subcontractor in networking and communications transport operations. This includes daily oversight, weekly/monthly/quarterly reviews, and staffing consultation.
  • Responsible for all aspects of budgeting and contractual requirements for this managed service. This includes contract and statement of work questions and resolutions, safety requirements, and performance evaluations.
  • Interface on a technical level with cross departmental teams in the related to job functions or as directed by immediate manager.
  • Provide technical expertise in the closure of work orders and trouble tickets, this will consist of the completion of work order: written installation instructions, cost estimates, procurement, applicable drawings, documentation, etc.
  • Provide metrics data from the telephony, video conferencing, network & optical transport network(s) to management monthly.
  • Provide monthly budget and master schedule information for trending.
  • Acquire and maintain knowledge of the current and proposed activity based management budget systems employed at the INL for providing metrics and expenditure trending data.
  • Assist in the performance of self-assessments, surveillance appraisals, and audits. Correct identified non-compliance findings and observations. Prepare and submit reports and papers.
  • Establish and train other staff and/or subcontractors as backup for key functions.
  • Function as the prime customer contact for the Network Operations Center service on all service-related issues and questions. Ensure the SLA is upheld. Recommend service improvements. Report metrics as required to management.
  • Provide senior technical leadership and engineering support for Infrastructure operations within the infrastructure department, in conformance with Federal, DOE and BEA policies, procedures, and objectives.
  • Must directly contribute to the development /implementation for new concepts and techniques related to wireless communications services deployed at the INL.
  • Perform field investigations as a part of the Work Orders creation process. The field investigations will be used to determine existing configurations (both physical and logical) of all communication/network components and to determine what hazards may exist so that they can be mitigated as part of the Integrated Safety Management System (ISMS). This includes identifying facility hazards, documentation of work required, requisition of equipment/cable plant, as-build drawing updates, scheduling the work and closure of the field work orders.
  • Assist in the creation of work orders and/or trouble tickets for any and all modifications to the INL LMR Network, and other related functional areas. This includes ensuring that all relevant portions of the Work Orders/trouble tickets are completed.
  • Provide system management, administration and maintenance for all INL Wireless Infrastructure and infrastructure systems including subcontractors and managed services.
  • Identify and analyze changes that will promote the INL mission. Assist in identifying the tools needed to change business processes and create efficiencies. Assist in the development of long range plans as it relates to the IT strategic plan.


Qualifications:

Minimum Requirements:
  • Level 4: Bachelor's degree plus 8 years relevant experience or an Advanced degree and 6 years relevant experience OR 16 years of relevant experience in lieu of a Bachelor's degree.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
  • Have a good understanding of Communications infrastructure, Networking, wireless, and traditional computer networks for an enterprise organization. Specific areas of interest for the INL application would include: Ciena backbone DWDM optical network systems/appliances and products, Checkpoint System, SolarWinds, CISCO networking, Video conferencing architecture, etc.
  • Knowledge of Federal, DOE, and other regulatory policies
  • Possess excellent written and oral skills to communicate effectively with technical personnel (equipment manufacturers, maintenance contractors, project engineers, etc.) and the ability to communicate complex concepts to a non-technical audience (Security staff, Fire Department, Operations staff), as well as management
  • Skilled and experienced comprehension of dispatch concepts and operations
  • Skilled and experienced in the fields of interpreting system anomalies and perform corrective actions through system troubleshooting, which may include equipment reset, equipment repair and modification of equipment configuration in consultation with other Communications Engineers and manufacturer technical personnel
  • Working knowledge and experienced application skills for Telephony networks, wireless networks, and other networking products
  • Ability to lead network/telecommunication development projects, both classified and unclassified
  • Ability to provide technical direction and provide performance evaluations.
  • May be required to be in an on-call status to be able to promptly respond to and address user/customer needs.

  • Salary Grade 220 ($107,520 - $177,336)
