General Definition of Work

Performs difficult professional work identifying needs and developing and marketing operational and technical service programs for members, serves as the point person with members for services and related work as apparent or assigned. Work is performed under the limited supervision of the Member Services Manager. Position requires project management of FMPA Staff and/or vendors. Frequent travel to member cities is required. Position requires experience with electric utility transmission and distribution (T&D) operations, technology acumen, relationship skills, client relationship and communication skills.

Essential Functions

Meets with FMPA members often and identifies needs, develops, markets, implements, manages, and troubleshoots member services programs.

Promotes the business development efforts for new member services, proactively identifying and developing services. Gains a sufficient level of interest from members to support launching new services.

Understands the business drivers for FMPA’s members to succeed relative to these services, such as safety and compliance, reliability, cost, and customer satisfaction.

Specific industry knowledge and experience with most of the following areas is necessary to determine appropriate service solutions. Areas of knowledge include T&D operations, engineering services, outage restoration, cyber security, engineering technology tools.

Recognize and suggest mitigation steps for hazards noted during visits with electric utility field operations.

Provide services and project oversight for those services that fit the expertise required for the position and are not an overly burdensome effort. If the service desired is a different area of expertise, or is too time intensive, then this position will work with managers to identify resources (as available) to provide the services and identify a project manager for service provision. This position will be responsible to ensure the team identified in the latter case delivers as promised.

Supports the start-up and implementation of new services and works with matrixed service providers to develop a process to manage ongoing success.

Facilitates a high degree of coordination and collaboration with various FMPA departments to assist in delivering a full range of operational and engineering services for FMPA’s members.

Communicates information about FMPA, as well as its programs and services, to member officials and utility employees through personal visits, oral presentations, and written material.

Responds to members needs during significant events e.g., hurricanes, tornadoes, severe weather, major equipment failure. This could include overnight stays in impacted areas.

Recommends joint purchasing and joint procurement efforts; reviews/writes specifications for bids, ensures procurement process is followed; manages contract requirements and contractors; catalog member system standards/specifications.

Presents information to various governing boards to provide information and seek approval, as necessary

Promptly responds to member inquiries and requests.

Participates in the development and application of the department budget; oversees billing and invoicing for various programs.

Coordinates and facilitates events for members, including roundtables, training, workshops, virtual meetings, and conference calls.

Acts as staff liaison to FMPA’s Member Services Advisory Committee.

Significant travel and occasional overnight stay in Florida is required.

Knowledge, Skills, and Abilities

Significant experience with the operation of electric distribution systems, or significant engineer experience related to electric distribution systems. Comprehensive knowledge of related industry, organization, and department policies, practices, and procedures; comprehensive knowledge of related industry, organization, and industry legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of standard office and department specific software and equipment; ability to communicate clearly and concisely both orally and in writing to individuals with varying degrees of technical/operational experience; strong ability to work in cross-functional teams to successfully deliver products and services to members; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to establish and maintain effective working relationships with associates, vendors, government agencies, key stakeholders, and the general public.

Education and Experience

Bachelor’s degree with coursework in electrical engineering, business administration, marketing, or related field preferred. A minimum of 10 years of progressively increasing responsibility in electric utility T&D operations, or an engineering degree with at least 6 years of experience in T&D engineering/operations with some exposure to municipal electric utilities preferable. Experience developing and marketing products or programs, managing procurement, or equivalent combination of education and experience would be beneficial.

Physical Requirements

This work requires light physical effort working almost exclusively with light weight material at times and short periods in a difficult work position. Working conditions may be slightly dirty or involve occasional exposure to some disagreeable elements (dust heat, fumes, cold, noise, vibration, or wetness). Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic). Visits a variety of electric utility work sites under a variety of weather conditions. Must navigate uneven terrain.
