Idaho National Laboratory's (INL) MFC Projects group is seeking forward-thinking professionals interested in exploring a career as a Program Management Lead for MFC Infrastructure Projects.
Our team works a hybrid 4x10 schedule located at our Materials and Fuels Complex with every Friday off!
Responsibilities Include:
The Materials and Fuels Complex (MFC) at the Idaho National Laboratory (INL) is seeking candidates for a MFC Program Management Lead reporting to the MFC Projects Division Director. If you want to be an integral part of enabling nuclear energy research and development, including deployment of next generation nuclear reactors then this position is for you.
The MFC Program Management Lead will be responsible to lead a team of project managers and project management personnel in the execution of multiple MFC Infrastructure projects from conceptual stage through planning, engineering, procurement, construction, start-up, and project closeout. The lead will support the application of innovative project execution methodologies, the implementation of new technologies, and support continuous project management improvement that recognizes the unique rigor associated with supporting MFC's diverse set of nuclear and radiological facilities. While overseeing critical projects in the nuclear nexus, the lead will be responsible implementing nuclear safety culture principles in concert with project management principles as prescribed in DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets. The lead will be responsible for a broad range of projects, including recapitalization of MFC's nuclear and non-nuclear infrastructure. The lead is anticipated to be responsible for a portfolio of projects that includes MFC supporting infrastructure, nuclear facility plant health projects, and waste/environmental program support activities. Key functions of the role are:
  • Responsible for technical comprehension of construction, operations, R&D, and business systems throughout the project to assure project scope is accomplished, schedules are met, and work is completed within budget
  • Lead meetings and presentations to internal and external customers
  • Has overall responsibility for project execution, budgets, and schedule, monitors progress and initiates actions to assure project objective and schedules are met and work is performed within budget and meets customer and management's performance expectations
  • Resolve problems and coordinates the final turnover of the project to the customer
  • Provide leadership for the development and maintenance of a high-performance project team including providing timely feedback, staff opportunities, career development, mentoring, etc. Help set individual performance goals. Recognize people for their accomplishments and ensure that customers and applicable organizations are made aware of these accomplishments. Promote an open and informal communication environment, to develop mutual trust and teamwork, and facilitate employee self-development
  • Coordinate project portfolio to ensure appropriate staffing (internal and external) is available to meet mission objectives, including coordination with engineering, operations, procurement, and construction services (construction management, quality, safety, and environmental)
  • Interact with MFC division directors to coordinate and plan supporting infrastructure and nuclear facility plant health investments, including update of the MFC 5 Year Investment Strategy and long-term asset management implementation
  • Establish and maintain strong and effective customer relations
  • Build effective teams across technical fields and support functions including financial, quality, procurement, legal, regulatory, etc.
  • Anticipate change and adjust promptly and effectively
  • Represents the Lab in business discussions and makes commitments to clients
  • Develops Project Management Plan for assigned projects
  • Handles new situations deviating from established patterns and modes
  • Translates strategy into actions for implementation
  • Engaged strategically with INL, other DOE laboratories, and industries
  • Actions have visibility and requires interaction with the senior leadership team
  • Work is performed without appreciable direction
  • Subject to functional policies and goals, and general senior management direction
  • Organization and lab level focus
  • Fully accountable as the lead for managing a project
  • Actions are self-initiated


Qualifications:

Minimum Requirements:
  • Bachelors Degree and 8-12 years relevant experience, MS and 6-8 years relevant experience. Degree in engineering or other technical field is preferred
  • Must have proven success in managing project scope > than $30 million that required use of innovation and/or technology deployment
  • Must have experience managing projects implementing DOE Order 413 requirements.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
Preferred Requirements:
  • PMP preferred. Must have strong communication skills
  • Knowledge of engineering, procurement, and industry processes including their interfaces and interdependencies
  • Knowledge of DOE Order 413.3B and DOE-STD-1189 preferred
Job Information:
  • Salary Grade 230 ($118,020 - $200,808)/240 ($135,816 - $230,904)
