This role is with the internal market monitoring (IMM) group in ISO New England. Market monitoring is responsible for protecting both consumers and market participants in the wholesale electricity markets by mitigating the impacts of uncompetitive bidding, identifying and reporting market design issues and market manipulation, and evaluating market performance. In fulfilling this role, we rely on a multidisciplinary team with expertise in economics, financial analysis, engineering, data science and law.

How You Will Make an Impact

This role will involve leading the Market Power Mitigation & Compliance team in implementing the mitigation rules in the energy and capacity markets. As a member of the group's management team, you will also play an important role across a broad range of activities, including our business planning process, investigations of non-compliant behavior, and assessments and implementation of existing and new market rules.

How you will make an impact
  • Manage the day-to-day work of a team of market analysts conducting energy and capacity market mitigation assessments
  • Develop goals and objectives for individuals and the group
  • Ensure systems and procedures are in place to implement energy and capacity market mitigation consistent with legal requirements
  • Manage the capacity market project timeline and process, which includes managing a team of market analysts and consultants performing financial analyses, cost reviews and related work
  • Make recommendations to IMM management regarding capacity market mitigations
  • Provide subject matter expertise and represent the group in stakeholder proceedings related to energy and capacity market mitigation functions and market rules
  • Coordinate with internal ISO-NE departments to ensure energy and capacity market mitigations are accurately implemented and supporting documentation is properly developed, transferred and maintained
  • Develop, maintain and assign market analysts to the IMM on-call schedule. Act as the IMM point of contact for issues arising during non-business hours
  • Prepare and administer internal and external training associated with energy and capacity market mitigation
  • Coordinate with the management team on investigations of potential non-compliant market participant behavior, as well as on the IMM's monthly, quarterly and annual reporting functions
  • Work closely with IMM Legal Counsel to prepare FERC filings, referrals and responses to contested filings
What We Are Looking For
  • Bachelor's Degree in Finance, Economics, Business or Engineering. An advanced degree in one of the above listed disciplines is preferred
  • Strong leadership, project management and problem solving skills
  • A minimum of 5 years of energy industry experience, particularly in a function related to market design and rules, or developing/evaluating supply offers
  • Experience managing teams or projects. [Note that the job level of Supervisor or Manager is commensurate with the management experience of the candidate]
  • Keen sense of market interactions and ability to spot anomalies quickly
  • Ability to determine if a participant action is in compliance with rules and regulations and develop an action plan to address the issue
  • Knowledge of the natural gas and other fuels markets, specifically as it relates to electricity generation
  • Understanding of the physical and financial operating parameters of different types of generating, demand and import resources participating in the New England wholesale electricity market
  • Knowledge of financial analysis underpinning new entry and exit decisions of supply resources in the wholesale electricity market
  • Demonstrated ability to work in a team environment and provide support and guidance to analysts
  • Ability to solve problems analytically and quickly under tight deadlines
  • Excellent oral, written, interpersonal and organizational skills
  • Experience working with and effectively communicating complicated issues and analysis to a broad range of audiences
