Plans, develops, and administers the FOC employee benefit programs. Provides supervisory leadership and direction to benefit specialist in the administration of benefit programs. Also provides counsel and guidance to the Human Resources leaders, and to FOC associates. This position is the senior level within benefits.

Job Duties:

  • Program Administration & Project Manager :
    • Responsible for the day to day administration of benefit programs including executive benefits (retirement, health/welfare, work-life balance, and wellness.) Ensures that the FOC benefit philosophy is maintained which includes providing programs that are comprehensive, cost-effective and market competitive. Ensures that benefit programs align with FOC workforce strategy. Supervises the benefits team in program administration and performance management. Provides partnership in the analysis, development, and recommendation/communication strategy for benefits programs. Develops financial and appropriate reporting for HR leaders and management. Provides benefit counseling, technical guidance and support to Human Resources management in problem resolution and in other areas a needed. Oversees the administration and recordkeeping activities of the retirement plan and/or the health and welfare plans. Plans, monitors and manages internal projects from initiation through completion. This includes securing required resources, budget and risk/internal controls management, work delegation, analytic and metric reporting, monitoring and reviewing progress, quality assessments and evaluation of work results. Recommends changes in policies and procedures. Stays abreast of market trends and provides appropriate recommendations
  • Compliance:
    • Ensures that benefit programs are in legal compliance with regulatory requirements. Completes all legally required communications. Facilitates internal and external compliance audits and testing. May represent the organization to government agencies. Implements policies and procedures to ensure compliance with regulations and regulatory reporting requirements.
  • Vendor Relations:
    • Develops and maintains relationships with external vendor service providers to ensure an efficiency in their services. Ensures that service agreements and service expectations are managed appropriately based on company and legal requirements and that necessary documentation is current and compliant.
  • HRIS System Administration:
    • Viewed as the subject matter expert on benefits and functions as the liaison with HRIS, Information Technology, and Payroll to ensure the accuracy and system efficiency of benefits data and program design.

Required Qualifications:

Education: Bachelor's Degree in Human Resources, Business Administration or related field.

Experience: 7+ years' experience in benefit plans administration. 3+ years of benefits software application experience.

Equivalent Experience : 11 years of professional level HR experience as outlined above.

License, Certifications, and/or Registrations : CBS or CBP designation preferred.

Specialized Skills: Demonstrated ability to operate automated systems including word processing, spreadsheet, database applications, and payroll/personnel system. Demonstrates a strong ability to communicate with a wide variety of staff at all levels, both verbally and in writing. Knowledge of benefit plan regulation (I.E. ERISA, ACA, FMLA, ADA, HIPAA, etc.) Strong presentation skills as well as strong analytical and problem solving capabilities.
