Responsibilities Include:
- Responsible for the execution and management of complex IT projects that span multi-disciplinary teams.
- Train and mentor junior level project managers and business analysts in industry standard methodologies and processes.
- Manage projects from conception through implementation and closeout by use project management skills, knowledge, and standard processes.
- Lead and participate multidisciplinary teams on Information Management projects in support of laboratory functions and business processes.
- Serve as the primary work with customers and business partners throughout the life cycle of the project from conceptual initiation through closeout.
- Communicate with a wide variety of audiences from senior & executive level management to front line employees and subject matter experts (SMEs).
- Elicit, gather, manage, and document business and technical requirements
- Create, track, and manage project schedule and budgets.
- Create project documentation such as Work Breakdown Structures, budgets, Project Plans, Risk Registers, etc.
- Build relationships and act as a liaison with key business partners and customers external to Information Management (IM)
- Implement sound project management methodologies and standard processes. Identify and implement process improvements to refine project management process.
- Work independently with limited direction and day to day supervision
- Manage projects in multiple methodologies (agile, waterfall, etc.)
- Fill multiple project roles as needed (e.g., Business Analyst, Customer Relationship Manager, Project Controls, Scheduler)
- Manage IT Project in the execution phase using established tools, techniques, and standards.
- Communicate project status, risks, mitigation plans, and other vital information to key project personnel, customers, and sponsors.
- Optimize and streamline processes, methods, and standard methodologies while ensuring quality project delivery
Qualifications:
Minimum Requirements:
- Level 3: Bachelor's degree plus 5 years of relevant experience or advanced degree with 3 years of relevant experience or 13 years of directly related experience/education in lieu of a bachelor's degree.
- Level 4: Bachelor's degree plus 8 years of relevant experience or advanced degree with 6 years of relevant experience or 16 years of directly related experience/education in lieu of a bachelor's degree.
- Must have experience working in the IT (Information Technology) or IM (Information Management) arenas with relevant skills and experience.
- Project Management Professional (PMP) certification (for level 4)
- Experience functioning as a Business Analyst
- Experience and expertise managing projects in an agile environment.
- Extensive experience interacting with business partners and customers from an executive level down to front line employees.
- Ability to be a strong team player and effectively coordinate action items and collaboration across the Information Management Teams and INL.
- Excellent oral and written communication skills are essential to the success of this role.
- Demonstrated organizational skills based on defined processes (e.g., project management, development of charters / instructions / procedures and associated training).
- Experience with Work Breakdown Structures, Cost performance analysis and reporting.
- Comfortable and skilled in Microsoft Project or other project management software.
- Salary Grade 210 ($93,492 - $154,212) / Salary Grade 220 ($107,520 - $177,336)
