Idaho National Laboratory's (INL) Performance Assurance group is seeking forward-thinking professionals interested in exploring a career as an Issues Management Program Lead! This team works an on-site 9x80 schedule located at our Willow Creek facility with every other Friday off.
Responsibilities Include:
  • Establishes and implements the INL Issues Management program which includes all elements.
  • Defines expectations of the program as well as provide the process, tools, training, and program support to implement an effective program across all INL mission centers/organizations to ensure compliance with the DOE order and provide analysis that enable INL leadership to make risk informed decisions.
  • Use education, expertise, and educational backgrounds to analyze various operational data to access and find opportunities to improve operational performance.
  • Work closely with mission center/organizations to identify key performance indicators that will provide an assessment of plant/operational health.
  • Mentor performance management deployed staff who are assigned to mission centers/operation on aspects of issues management/corrective actions.
  • Represent INL/BEA complex-wide forums and committees including the Energy Facility Contractors' group (EFCOG). Battelle Community of Practices, BEA partnership organizations, etc.
  • Routinely present analysis results and professional opinions/recommendations to INL senior leadership and/or corporate boards and governance bodies.
  • Provides complex-wide leadership and direction to foster/maintain performance improvement as a core INL business function and a DOE required program.
  • Routinely analyzes and reports professional opinion and operational trends with recommendations to Lab senior leadership and corporate governance bodies.
  • Conduct key, high level event causal analyses and program assessments to determine causal factors/program weaknesses and determine the appropriate corrective actions as well as identifying risks and gaps in performance that impact the INL mission accomplishment.
  • Works directly with lab leadership to successfully implement mitigations to unacceptable risks.
  • Provides input for all Performance Analyst performance reviews.
  • Review performance and operational data sources to identify risk to mission accomplishment.
  • Work with leadership to both inform and mitigate identified risks as appropriate.
  • Lead and define requirements for major project initiatives such as trending implementation, business intelligence related to Contractor Assurance System data, and streamline Issues Management program.
  • Perform using Project Management concepts such as scheduling. Manage these initiatives in coordination with support from performance analysts, human factor staff, Information Management personnel and management.
  • Review and monitor INL performance associated with Issues Management through metrics, trending analysis of CAS data.
  • Elevate or raise known INL performance issues and gaps with INL senior leadership as appropriate.
  • Respond to internal and external customer concerns, including requests for changes and improvements.
  • Represent/collaborate on complex wide and Battelle wide advisory board including EFCOG, benchmarking activities, Battelle Communities of Practice.
  • Work on Program and Professional Development goals. Develop and define Contractor Assurance Program strategic direction.
  • Responsible for the control and quality of assigned computer software used to implement the Issues Management and other laboratory processes.


Qualifications:

Minimum Requirements:
  • Level 4: Bachelor's degree in a business or technical field (business, engineering, science, technical) plus 8 years relevant experience OR an Advanced degree plus 6 years relevant experience.
  • Level 5: Bachelor's degree in a business or technical field (business, engineering, science, technical) plus 12 years relevant experience OR an Advanced degree plus 8 years relevant experience.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
  • Must be able to effectively work with company and DOE personnel.
  • Must be an effective communicator, must have excellent oral and written presentation skills.
  • Must be able to qualify as a Cause Analyst within 6 months.
  • Must be able to qualify as a Lead Assessor within 6 months.
Preferred Requirements:
  • Advanced degree (Masters).
  • Direct experience in the nuclear commercial industry, commercial/industrial operational setting, or within the Department of Energy National Laboratory Complex.
  • Working knowledge of an Issues Management system (INL uses DevonWay systems) and capabilities.

  • Salary Grade: 210 ($93,492 - $154,212) / Salary Grade: 230($121,212 - $206,232)
