JOB DESCRIPTION
DOC Operations Supervisor
Salary Grade: G05
Minimum Midpoint Maximum
$86,016 - $116,120 - $146,226

SUMMARY:

Under general supervision, supervises a team of Distribution System Operators and Electric Dispatchers to operate and maintain system reliability. Develops and oversees operator training program, oversees ongoing proficiency training for distribution operators and other key craft personnel. Responsible for direct daily operation of PNM's electrical distribution system.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Approves time, ensures shifts are adequately staffed, and handles grievances
  • Develops and monitors the team budget
  • Oversees switching orders and procedures, attends switching tailboard meetings ensuring switching operations are carried out safely in accordance with established SOP
  • Assists operators during emergency restoration switching both during normal duty hours and after hours
  • Develops and oversees Balloon Fiesta Coordinator roles/responsibility and oversees activities ensuring PNM response and participation in the annual Balloon Fiesta
  • Works with internal and external authorities ensuring that PNM is actively engaged in planning and safety response activities
  • Manages grievances from represented dispatch employees
  • Coordinates with GIS department to develop computer mapping
  • Ensures the proper execution of training, performance appraisals, counseling, discipline, and EEO compliance
  • Works with other Team Managers to ensure all resources are allocated to best meet customer and Company needs

COMPETENCIES:
  • Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane solid geometry and trigonometry
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations
  • Extensive knowledge of databases, project management and current computer system tools
  • Knowledge of safety rules and procedures
  • Knowledge of the PNM budget process, preparation, and interrelationships with other departments and budgets
  • Extensive knowledge of PNM policies, procedures, and union contracts
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Ability to write routine reports and correspondence
  • Ability to speak effectively before groups of customers or employees of organization
  • Extensive knowledge of construction, maintenance and operation of electric distribution systems
  • Working knowledge of complex systems such as underground networks systems and double radial systems
  • Experience in dealing with emergency situations with little or no oversight from supervision
  • Ability to quickly analyze system conditions and make appropriate decisions to direct operations staff and field crews
QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree in an electrical related field from four-year College or university with five to seven years related experience, or equivalent combination of education and/or experience related to the discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:
  • Must possess a current, legally valid driver's license and meet the company's driving record requirements.

SUPERVISORY RESPONSIBILITIES:
  • Incumbent will be responsible for hiring direct reports, overseeing compliance for hiring guidelines, evaluating performance, rewarding and terminating employees.


MATHEMATICAL SKILLS:
  • Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:
  • Working knowledge of database, project management, spreadsheet, and word processing software
  • Knowledge and ability to use software applications and current computer system tools used by team

ANALYSIS AND PROBLEM-SOLVING ABILITY:
  • Ability to solve practical problems and deal with a variety of concrete variables where only limited standardization exists
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

DECISION MAKING:
  • Ability to accurately gather information and direct restoration efforts, coordinate and communicate with minimal or no direction from supervision.
  • Must be familiar with the DOC SOP and the safety rules applicable in the Employee Safety Manual as well as the Collective Bargaining Agreement.

SCOPE AND IMPACT:
  • This position has a major impact on employee safety, system reliability goals, customer satisfaction metrics (JD Powers), and potential impact on O&M budget goals including employee payroll and overtime hours.

PHYSICAL DEMANDS:
  • While performing the duties of this job, the employee is required to regularly sit up to 2/3 of the time. Employee may occasionally lift and or move up to 10 pounds.
  • May be on 24-hour call during various periods of time.
