Idaho National Laboratory's (INL) Safegaurds group is seeking forward-thinking professionals interested in exploring a career as a Division Director!
Our team works an on-site 9x80schedule with every other Friday off!
Responsibilities Include:
  • This position is the designated Safeguards Division Director under the Safeguards and Security Directorate.
  • Responsibilities of this position include managing the organization to ensure applicable DOE requirements are correctly interpreted and implemented at INL.
  • Negotiate with DOE complex wide entities to establish criteria for special nuclear material (SNM) receipts and shipments.
  • Provide direction to the Safeguards staff on integration and oversight of all nuclear material activities and assign resources for all INL facilities, including Idaho Environmental Coalition facilities.
  • Provide further direction to support INL's programmatic deliverables for nuclear operations, research, and material disposition.
  • Work with senior INL and DOE leaders.
  • Provide direction to the multiple groups within Safeguards to ensure duties, development opportunities, assignment of goals, appraisal input, and resource needs are well managed to ensure the organization is meeting the expectations.
  • Conduct staff meetings to develop unity and enhance communication across the organization
  • Initiate correspondence with facility and program management to ensure Safeguards requirements are met and to inform them of any pending changes to DOE or Laboratory requirements.
  • Responsible for managing assets and budget planning to ensure resources are adequate to support multidimensional work scope.
  • Manage personnel resources to support INL by hiring and retaining senior level staff in addition to developing and implementing a succession plan.
  • Ensure all programmatic deliverables are met under the strategic mandates of DOE, NRC, and Safeguards and Security management.
  • Develop and direct Safeguards initiatives and special projects needed to support INL.
  • Ensure performance assurance objectives are met by providing oversight of staff to ensure all directives are being implemented.
  • Generate reports and program status as requested by Safeguards & Security management to communicate program effectiveness, performance trends, and assessment of risks.
  • Additionally, respond to and support data calls as needed.
  • Direct the MC&A Manager to ensure deliverables are met through resource allocation.
  • Provide direction on the application and interpretation of MC&A requirements and ensure staff is performing within the criteria defined by the DOE Orders and NRC regulations.
  • Operate with latitude and creativity to effectively meet the expectations of customers and contractors.
  • Responsible to oversee negotiations with other sites within the DOE complex to establish criteria for SNM receipts and shipments.
  • Develop rapport and establish a working relationship with counterparts within the DOE community to strategically negotiate through shipper/receiver criteria to allow transfers (shipments/receipts) of SNM, meeting all the requirements while working through the obstacles to ensure INL is successfully working with other DOE and NRC parties.
  • Manage the Safeguards budget and schedule to ensure planning, tracking, and resource allocation is performed as expected.
  • Develop a life cycle plan for equipment and manage through the Integrated Priority List.
  • Develop and manage a succession plan to identify potential vacancies that would create a gap in resources needed to support site operations and Safeguards deliverables.
  • Provide training and mentoring opportunities to subordinates to ensure the Safeguards staff is capable, qualified, and fully functioning.
  • This includes attracting and hiring senior level staff and developing progression paths for all Safeguards staff.


Qualifications:

  • A Bachelor's Degree in a related science subject area with 10 years of related experience.
Related experience includes, but is not limited to:
  • Experience working with sensitive nuclear materials (SNM)
  • Progressive management experience.
  • Experience in Safeguards and Materials Control & Accountability (MC&A)
  • A working knowledge of nuclear facility operations and associated hazards and impacts of noncompliance (i.e. impact to security directives, security strategies, PEMP goals, Laboratory mission, and Safeguards requirements).
  • This position requires the ability to obtain and maintain a Department of Energy "L" / "Q" clearance, which requires US Citizenship.
Preferred Requirements:
  • A comprehensive knowledge of nuclear material control and accountability and the application to other fields.
  • Obtain and maintain a Human Reliability Program (HRP) certification
