Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

SUMMARY:

Under general supervision, designs, prepares estimates, maps and assembles construction work order packages for distribution, construction, transmission, and maintenance projects while applying technical and engineering knowledge.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Designs projects that consist of large subdivisions, commercial, and minor system improvements

Assists Senior Designer on large industrial and/or commercial projects, major system improvements, and highway relocations

Undertakes special assignments as directed

Prepares resource and cost estimates and assembles semi complex construction package

Coordinates activities, such as right-of-way, permits, environmental screening, etc., related to the project

Prepares and administers all customer line extension, contracts, including refunds for senior levels

Prepares design, obtains "as builts" from C&M department, files manually

May be responsible for reconciliation and closing of all work orders

Identifies variances as needed

Provides training, technical assistance, and performs special projects pertaining to the particular area of expertise

Stays current on technology, policies, and procedures and make recommendations

Solves and identifies semi-complex and major technical issues with minimal direction from Senior Engineers

May perform in the role of an expeditor: coordinating initial customer contact for new electric service installation, removals, relocations, generating customer line extension requests, and processing electric service/yard line orders

Other duties as assigned

COMPETENCIES:

Ability to interpret field notes into a design and estimate

Demonstrated ability to use the engineering department and technical principles by designing semi-complex electric distribution and/or transmission system projects according to policies/procedures and PRC rulings

Experience in advanced design, for example: large subdivisions that require a system improvement to provide power involving three-phase and single-phase design; commercial shopping centers with major anchor stores; industrial customers; system improvements; large distribution; and large outage

Advanced knowledge in electric theory and design, and basic knowledge of the operation of the other utility where applicable

Advanced knowledge of established Company policies, procedures, and guidelines

Advanced or in depth knowledge and experience in utility design or construction for typical projects in the department

Understands and assists with annual budget

In depth knowledge of the rules and regulations that drive Company policies, which may include DOT, PRC, NEC, and NESC

Ability to provide sustained high levels of effective and efficient customer service, by resolving customer inquiries and/or complaints in a professional and courteous manner

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

High school diploma or GED with five to seven years of experience, or equivalent combination of education and/or experience related to the discipline.

VoTech Drafting & Advanced math skills, GIS mapping, Autocad, Algebra I or equivalent experience.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a current, legally valid driver's license and meet the company's driving record requirements.

COMMUNICATION SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to write reports and business correspondence

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public

Actively participates in customer meetings

Successfully communicates with customers on medium or semi-complex projects and negotiates resolutions

MATHEMATICAL SKILLS:

Job assignments typically require algebra, and may require trigonometry

COMPUTER SKILLS:

Two to five years of in-depth working knowledge of personal computers, knowledge of spreadsheet and word processing software

Knowledge of PNMs current computer systems, (i.e. AM/FM, Banner, PassPort, PAWS, Amigo)

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Intermediate ability to solve semi-complex practical engineering and design problems with some technical direction from Senior Engineers. Ability to deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

Regularly required to sit up to 1/2 to 2/3 of the time. Must occasionally lift and/or move up to 10 pounds.
