Responsibilities Include:
- Use engineering knowledge, practices, and techniques to solve applied and operational problems related to IT infrastructure.
- Lead, direct, collaborate and train team members on information technology in areas which include network/telecommunications, network security, network management, network engineering, and network operations.
- Peer member of a team of network engineers and specialists providing design and troubleshooting support for both internal and external INL data network (INET) customers.
- Resolution of significant network problems, optimization of systems and protocols, support of change management, network design, implementation, customer interface, and specialized maintenance and network operations.
- Responsible for the design of network infrastructure, implementation of LAN, WAN, and wireless networks, performs deployment, upgrades, and tailoring network hardware/software, troubleshoot and document repair procedures for data infrastructure problems.
- Work with various groups such as Wireless TestBed, Scada Testbed, Homeland Security, etc., to assist in the testing and design of data networks to meet the specific test/program requirements.
- Use diagnostic software and tools to correctly analyze and solve problems.
- Ensure solutions are thoroughly researched and evaluated against problem characteristics, system usage and configurations.
- Ensure a risk analysis is conducted for proposed solutions. The problem and potential solutions are clearly documented and justified at the level of detail. Approve proposed solution and implementation plan communicate in a timely and understandable manner.
- Estimate of scope of work, time, materials, and interdependencies.
- Provide technical and engineering support for networking operations within the IM Communications department, in conformance with Federal, DOE and BEA policies, procedures, and objectives.
- Contribute to the development /implementation for new concepts and techniques related to telecommunications and Network Infrastructure Security services deployed at the INL.
- Perform field investigations as a part of the Work Orders creation process. The field investigations will be used to determine existing configurations (both physical and logical) of all communication/network components and to determine what hazards may exist so that they can be mitigated as part of the Integrated Safety Management System (ISMS). This includes identifying facility hazards, documentation of work required, requisition of equipment/cable plant, as-build drawing updates, scheduling the work and closure of the field work orders.
- Assist in the creation of work orders and/or trouble tickets for all modifications to the INL Data Network, and other related functional areas. This includes ensuring that all relevant portions of the Work Orders/trouble tickets are completed.
- Provide technical expertise in the closure of work orders and trouble tickets. This will consist of the completion of work order: written installation instructions, cost estimates, procurement, applicable drawings, documentation, etc.
- Manage multiple tasks or projects of increasing scope and risk using skills in networking hardware (servers, networking switches and routers, operating systems, monitoring tools). Provide originality and ingenuity in technical systems analysis, implementation, and operations.
- Work with IM leadership, engineers, and technical specialists performing planning, design, development, integration, troubleshooting, and related functions.
- Manage assigned project activities with a disciplined approach - including planning, scheduling, budgeting, implementation and alignment to standards and procedures.
- Uses test, measurement, and diagnostic skills/equipment to determine the cause of malfunctions and category of maintenance.
- Repair systems/equipment performs bench equipment tests to verify operability.
- Check components for compliance with technical specifications and applicable directives.
- Lead and coordinates the installation of new hardware/software: installs, tests, and monitors for operational effectiveness.
- Maintain systems configuration records.
- Provide second and third level network troubleshooting expertise such as diagnostics of TCP/IP packets, Cisco switches and routers, UPS/power supplies, Check Point Firewalls, SolarWinds Orion network monitoring, network cabling, routing, and configuration. Troubleshooting includes: diagnostics, and repair - understanding the network topology, use of protocol analyzers, fiber and copper certification testers, and wireless diagnostic tools
- Provide system engineering, administration and maintenance for all INL Data Networks and DMZ infrastructure systems including subcontractors and managed services.
- Resolution in the evaluation and need for new and revised systems/equipment.
- Identify possible improvements, makes recommendations for purchase of new systems/equipment.
- Advise and assist in effecting design changes to improve equipment efficiency and/or reduce the cost of operation.
- Facilitate establishment and management for managed services access.
- Support adds, changes, and moves. Performs configuration management on changes involving IAM.
- Provide system administration and maintenance for all INL Classified/Unclassified Data Network infrastructure systems.
- Collaborate with classified and unclassified computing enclave systems administrators to ensure changes to network operational base lines are approved.
- Provide direction for Life Cycle Management of classified and unclassified network infrastructures and work with customers to ensure funding and resources are allocated to ensure that network software/hardware is supported to avoid obsolesce or premature fall out from life cycle.
- Provide initial approval of any change in classified/unclassified network hardware or software from the initial operational based line for deployed classified networks support diskless infrastructures.
- Assist in the performance of self-assessments, surveillance appraisals, and audits.
- Correct identified non-compliance findings and observations. Prepare and submit reports and papers as requested and required.
Qualifications:
Minimum Requirements:
- Level 2: Bachelor's degree plus 2 years or MS degree and 1 years or PhD OR 10 years relevant experience in lieu of a bachelor's degree.
- Level 3: Bachelor's degree plus 5 years or MS Degree and 3 years or PhD and 2 years OR 13 years relevant experience in lieu of a bachelor's degree.
- This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
- Required to be in an on-call status to be able to promptly respond to and address user/customer needs.
- Required experience includes:
- Troubleshooting, diagnostics, and repair.
- Layer 2 switching architectures.
- Protocols: Internet protocol suite - TCP/IP
- Routing: Cisco IOS/COS and IP routing protocols, OSPF, BGP, etc.
- Firewalls (firewalls, Intrusion prevention, VPN, URL filtering, etc.).
- Windows and UNIX system administration
- Palo Alto Firewalls
