Idaho National Laboratory's (INL) Construction Quality group is seeking forward-thinking professionals interested in exploring a career as a Construction Quality Engineer! This team works an on-site 4x10 schedule located at our Idaho Falls facility with every Friday off.
Responsibilities Include:
  • Enable successful and compliant projects by assuring quality requirements and initiatives are identified, understood, planned, and implemented.
  • Communicate frequently with manager to establish priorities and some work with different levels of management, staff, and subcontractors.
  • Assure compliance with laboratory, corporate, and DOE quality requirements while implementing the INL graded approach, applying the appropriate level of effort as warranted and eliminating undue burden.
  • Review designs, planning, safety basis documents, material requisitions, purchase orders, contracts, procedures, etc.
  • Advise line management and facility/project personnel of requirements and provide solutions to quality compliance and implementation processes.
  • Perform direct observations of quality affecting work performance activities.
  • Provide recommendations for solutions to repair and design issues, using ingenuity and innovation.
  • Provide program support to Engineers in structure, system, and component (SSC) design, and development.
  • Provide guidance to verify applicable codes and consensus standards are implemented during design, fabrication, and construction of new/existing SSC's.
  • Develop quality inspection plans embedding required quality requirements.
  • Provide quality program guidance to line managers for proper implementation of program requirements and process improvement. Perform surveillances, audits, and assessments, as assigned, to determine compliance with and implementation of company processes.
  • Ensure quality program weaknesses and areas for process improvement are properly identified and resolved using the INL Issues Management process.
  • Mentor peers and engineers in developing, implementing, and maintaining INL quality program requirements.
  • Perform as a quality program area technical point of contact and/or domain expert, as assigned by management.
  • Maintain required training as per Individual Training Plan (ITP).
  • Develop and continuously improve QA plans and procedures.
  • Review construction and engineering specifications and related documents, work planning, operation and maintenance instructions, and procurement documents for compliance to Program/Project and INL quality requirements.
  • Determine appropriate inspection hold points in processes and procedures and prepare inspection plans; issue and track nonconformance and other deficiency reports through closure.
  • Lead all aspects of configuration and records management activities.
  • Verify operations or inspections as called out in procedures and work control plans; perform general verification for equipment and materials; and perform surveillance and assessment.
  • Maintain proficiency and required training and qualification for quality engineering functions and responsibilities and participate in professional development activities.
  • Conduct independent QA assessments and surveillances with peers and management to ensure that facility/program/project activities and related documentation maintain consistency.
Minimum Requirements:
  • Level 3: Bachelor of Science degree plus 2 years of applicable Quality experience, or Master of Science degree plus 1 year of applicable Quality experience. 10 years of related experience in lieu of degree.
  • Level 3: Bachelor of Science degree plus 5 years of applicable Quality experience, or Master of Science degree plus 3 years of applicable Quality experience. 13 years of related experience in lieu of degree.
  • Degree must be in a quality related technical field.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
  • Commercial construction project management or project engineering, quality engineering, quality assurance, construction quality inspection work (visual inspection, CWI work, welding inspector, concrete inspector, any resumes that say VT, PT, UT, MT, or any NDT qualifications).
  • Must possess some working knowledge of all relevant quality and code/standard requirements, specifications, systems, rules, and regulations for the laboratory including construction.
  • Must possess some understanding and knowledge of quality concepts and practices and be somewhat familiar with codes, standards, and regulations as they apply to various types of work activities including construction activities.
  • Must be able to qualify as an INL Quality Engineer in first year and have education and experience to support such.
  • Must be able to effectively work with other INL personnel.
  • Must have excellent oral and written presentation skills.
  • Core proficiencies for this position are communication, problem solving, adaptability, judgment, collaboration, leadership, and decision making.
Preferred Requirements:
  • Bachelor of Science in Engineering
  • Experience in commercial construction
  • Experience working at a nuclear facility or NQA-1 facility

  • Salary Grade 190 ($68,820 - $113,644) / Salary Grade 210 ($91,032 - $150,156)
