Idaho National Laboratory's (INL) Construction Services group is seeking forward-thinking professionals interested in exploring a career as a Construction Manager! Our team works an on-site 4x10 schedule located at our Central facilities with every Friday off!
Responsibilities Include:
  • Report to the Project & Construction Services Division Director.
  • Provide leadership, management, oversight, direction and guidance to employees and management staff on construction process for facilities. Interview subcontractors, superintendents, and employees.
  • Engage in approved contract and subcontract stewardship.
  • Prepare departmental budgets, estimates, and work assignments/schedules.
  • Ensure budget tolerances are within parameters.
  • Assist clients with J150 cost support estimates.
  • Monitor activities for cost effectiveness, and compliance with applicable regulations and Laboratory policies and procedures.
  • Advise senior management on significant operational, management, and safety issues which could impact laboratory fee, performance, or contract renewal.
  • Maintain strategic works with DOE-ID and other national laboratory representatives, interfacing regularly with internal and external business entities, customers, and decision makers.
  • Review facility construction plans and blueprints with project managers, construction field representatives (CFRs), and engineers.
  • Negotiate with subcontractors, and other specialized professionals to perform work for both town and site facility construction projects, committing and/or adjusting resources as necessary to complete project(s).
  • Perform assurance activities to understand issues, causes, and take corrective actions.
  • Complete WBS and project support cost estimates for J150 support.
  • Conduct regular staff meetings.
  • Provide regular performance updates to PMs (i.e., status, risks, and technical issues).
  • Validate execut-ability of project schedules.
  • Attend management and leadership training.
  • Identify construction activity risks and appraising with the Commercial Practices Evaluation.
  • Document working violations, stop work, and implement corrective actions.
  • Coordinate construction site tours.
  • Find, develop, and collaborate with subject matter experts as needed.
  • Review and comment on project development, and constructability and execution documents for pre and post construction.
  • Make design, constructability and area specific recommendations.
  • Perform contract-specific functions in a written and formal manner (pre, post, and during construction).
  • Document adverse performance of employees; provide counsel to improve.
  • Perform Performance appraisals.
  • Ensure a management presence on construction projects weekly.
  • Ensure pre-job briefings are conducted in an organized, effective manner.
  • Ensure bidders meet safety construction standards.
  • Help to ensure subcontractor site access.
  • Ensure daily oversight, daily logs, task assignment, and execution per approved POD, POW, and contract performance plans.
  • Interact with supporting organizations to ensure construction operations integrity is understood and maintained.
  • Conduct periodic subcontractor and personnel surveillances and peer reviews.
  • Provide statistical performance analysis of departmental metrics.
  • Manage Construction Services department by providing leadership, management, oversight and guidance to employees and management staff. This includes staff development, mentoring and coaching, and for establishing individual performance goals aligned with strategic objectives of the Laboratory; for evaluating and directing actions associated with employee hiring, terminations, transfers, employee disciplinary actions, and salary actions; and for ensuring the successful development of employee talent through the application of mentoring and succession planning practices.
  • Establish and maintain relationships through frequent communications related to issues and provide appropriate responses to customer concerns, requests, and suggestions.
  • Administer and build Department resources through recruitment, performance evaluation, training, succession planning, and/or professional development deemed necessary to support long-term Department goals and objectives.
  • Serve on the Site Stabilization Agreement Executive Board and provide sponsorship and support for the INL Davis-Bacon Review Committee. Support the Division Director as the Construction Management SME. Identify strategic, business, and operational risks, identifying and creating the correct governance models and defining the appropriate risk mitigation strategies (assessment, metrics, etc.).
Minimum Requirements:
  • BS degree in Construction Management, Engineering, Project Management, or a related field plus 7 to 10 years' experience.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
  • 5 to 7 years supervisory experience.
  • Prior leadership experience in managing facility modification or modernization projects.
  • Hands-on background in project planning, design, and implementation activities.
  • Thorough understanding of both the theoretical and practical aspects of field project management as it pertains to construction methods and practices, building techniques and technology and experienced judgment to solve difficult construction and design problems.
  • Ability to easily give direction and delegate tasks.
  • Experience working with Collective Bargaining Unit (Unions).
  • Experience with Davis-Bacon Act work.
  • Proficiency with Microsoft Office Software (MS), including Outlook, Word, Excel and Access.
  • Proficiency with project scheduling software such as MS Projects or Primavera P3.
  • Strong communication and interpersonal skills.
Preferred Requirements:
  • PMP and/or PE certification.
  • 5 to 7 years of progressively responsible, related experience in facility construction.
  • Experience and knowledge of how to respond to subcontractor request for information (RFI) construction documents, support the change control process to prepare as-built structural records, and ensure subcontract compliance.
  • Ability to maintain and improve individual technical and professional competencies required to satisfactorily perform the duties of the position. In addition, completion of any other DOE required certification or professional certification may be encouraged to enhance competence.
  • Working knowledge of the DOE organization, missions, functions, programs, internal operations, and administrative policies and procedures to perform work adequately and effectively.
  • Working knowledge of government and agency contractual and funding policies, rules, regulations, and administrative processes sufficient to develop and procure services and studies.
  • Some working knowledge of nuclear and non-nuclear processes within DOE to enhance integration of segmented construction and startup activities into facility operating schedules. This includes knowledge of all phases of a construction effort including new equipment process startup and facility commissioning.
