Idaho National Laboratory's (INL) Facilities and Site Services organization is hiring a Deputy Director/Chief Operating Officer! This team works an on-site 9x80 schedule located at our Idaho Falls facility with every other Friday off.
Responsibilities Include:
  • Assist the F&SS Director providing the overall leadership and management of F&SS operations.
  • Provide stewardship of a diverse organization with a broad range of business lines supporting 890 square miles of Idaho National Laboratory (INL) and the Idaho Falls Research and Education Campus (REC).
  • Responsible for realizing our vision of providing pioneering solutions to enhance science mission outcomes.
  • Works with INL senior management, other site contractors, DOE-ID regulator, Idaho State, regional agencies, and the community. F&SS consists of approximately 740 geographically dispersed support staff and oversight responsibility for approximately 500 - 700 subcontractors onsite at any given time.
  • Responsible for delivering on $200M in construction annually and an indirect budget of $145M, $80M indirect infrastructure investments, with $50M in direct sales.
  • Assists Director in providing the effective leadership of organizational safety performance, non-nuclear facilities and operations, maintenance, enterprise program development and execution, policy and procedure formulation and implementation, budget planning and performance analysis, human resources planning, succession planning, staff and career development, mentoring of managers and staff, integration and long-range planning to meet mission needs, transformation initiatives, performance assurance, and related activities to achieve operational excellence.
  • Represent F&SS on the INL Operations Council resolving operational challenges across the site to improve laboratory operations. Leads occurrence reporting and event responses and corrective action plans.
  • Lead initiatives supporting cultural improvement, personnel development, and operational excellence.
  • Work with managers and key leaders from other national labs, primarily the Battelle-affiliated Labs as part of the Facilities & Operations Director's Community of Practice (COP). This position will serve on Battelle-wide committees and assessments.
  • Provide operational leadership and direction to support F&SS in achieving overall Directorate objectives.
  • Provide overall leadership and management of assigned activities within F&SS, BEA, and Battelle-affiliated Laboratories. Sets the workforce's performance, effectiveness, efficiency, productivity, safety, evaluation, and management/internal control standards commensurate with strategic objectives.
  • Safety and Operational Performance - Ensures all activities under F&SS responsibility are operated safely, effectively, cost efficiently, and in compliance with applicable regulations and Laboratory policies and procedures. Ensures that F&SS achieves Operational Excellence
  • Strategic Planning - Ensures key organizational goals, priorities, values, and other issues are considered in making program decisions and exercises leadership to implement and to assure managers have incorporated the organization's mission and strategic vision in the management of their staff.
  • Human Resources Management - Contributes in the design of human resource strategies to meet the organization's mission, strategic vision and goals and to achieve maximum potential of all staff (bargaining and non-bargaining) in a fair and equitable manner. Leads Succession Planning and Development Planning efforts for the Directorate. Provide managers and staff with opportunities, career development, coaching and mentoring. Select, develop, and retain a highly qualified team of managers and staff
  • Program Development and Evaluation - Participates in establishing program/policy goals and the structure and processes necessary to implement the organization's mission and strategic vision. Through the role, assures that programs and policies are being implemented and adjusted as necessary, that the appropriate results are being achieved, and that a process for continually examining the quality of program activities is in place
  • Resources Planning and Management - assists in acquiring and administering financial, material and information resources, Set direction for budgets (Integrated Priority Lists, and needed investments (IGPP, IGPCE, etc.)
  • Organizational Representation and Liaison - Takes a leading role in explaining, advocating, and negotiating with individuals and groups internally and externally. Develop and maintain internal and external relations to achieve strategic and operational outcomes. This role is expected to develop an expansive professional network with other organizations and organizational units especially within Battelle.
  • Performs assurance activities to understand issues, causes, and take corrective actions as needed. Anticipates and identifies, diagnose, and consults on potential or actual problem areas relating to program implementation and goal achievement; selects from alternative courses of corrective action and/or takes action from developed contingency plans.
  • Support development of management strategy and performance of collective bargaining discussions, this also includes developing and implementing strike contingencies. Resolves labor grievances and takes appropriate personnel actions
  • Fosters a working environment where people work together cooperatively and effectively to achieve the organization's goals. Works with other Division Directors organizing work and setting priorities. Provides a forum for raising and discussing potential cross cutting issues related to the management and operation of the Directorate.
  • Ensure that PEMP achievements are met


. Minimum Requirements:
  • A Bachelor's degree (preferably in engineering) plus 15 years of relevant experience OR a Master's degree plus 12 years of relevant experience.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
  • Demonstrated senior level experience in managing a large and complex technical organization with represented employees.
  • Able to interpret and integrate policy, and to exercise control and managerial oversight of technical projects and programs.
  • Demonstrated executive-core abilities in strategic vision, management system structure, human resource management, program development & evaluation, resource planning and management, and organizational development.
  • Broad knowledge of facilities management, project management, design, construction, logistics, facilities strategic planning and operations and maintenance with preference to those candidates who have worked at one or more DOE National Laboratories
Preferred Requirements:
  • Professional Certifications such as Registered Professional Engineer, Project Management Professional, International Facility Management Association, Building Operations and Maintenance Institute, etc.

  • Salary Grade 260 ($179,640 - $305,388)
