Historically strong utility savings targets have helped make Connecticut a perennial leader in delivering robust residential energy efficiency savings. Recent funding diversions combined with a zero-carbon emission executive order signed by the governor have challenged utilities there to take a fresh look at how to drive better engagement and deliver deeper savings for their residential customers in order to meet these aggressive greenhouse gas reduction goals.
Eversource Energy and AVANGRID are retooling a joint Home Energy Solutions program for market and income eligible residential customers in CT. The low hanging fruit has been picked over. New avenues for savings and more efficient program design are needed to increase participation in energy efficiency programs.
